He openly declares deep engagement in the overseas Chinese network—a classic CCP United Front target group—across education, business, culture, and politics.

“Overseas Chinese leaders must contribute financially, devote effort, and apply wisdom; the work is not easy.”

This echoes the CCP’s expectation of “三投”侨领(投钱、投人、投情感)—suggesting loyalty, effort, and ideological affinity.

“On March 14, 2015, the Washington Chapter of the American Chinese Culinary Federation was founded with a grand ceremony held at the Capitol Hill Conference Hall. Twenty U.S. Congressmen and over 500 people attended—marking an unprecedented event where Chinese Americans hosted a major event in the U.S. Capitol.”

⚠️ Red Flag:
Organizing such a large-scale event with bipartisan lawmakers under the name of a culinary group is a classic “soft power” United Front tactic, creating a deceptive appearance of benign cultural exchange while penetrating U.S. political networks.

“On January 20, 2017, CAECA organized a 15-member delegation to attend President Trump’s inauguration. This was an unprecedented event where a Chinese American group formally attended a presidential inauguration.”

📌 Pattern Emerges:
By building credibility with both parties (Trump's GOP in 2017 and Democrat Wiley Nickel later), CAECA positions itself as a CCP-friendly bridge to both U.S. political camps.

“Two years ago, when Wiley Nickel ran for U.S. Congress in North Carolina, we personally organized a fundraising and promotion event for him. It became his most successful fundraising event and helped him win the race by a slim margin. A few months ago, we went to Washington to attend the Chinese American Conference, and when visiting him, he personally gave me a congressional commemorative coin with his name on it—which I now present as a gift to Director Chen Xu.”

🚨 Final Bombshell:

  • A U.S. Congress member's personal gift—a token of trust—was handed to the CCP’s United Front Vice Minister (陈旭, 中共中央统战部副部长兼国务院侨办主任).

In the wake of growing bipartisan concern about the Chinese Communist Party's (CCP) subversive operations in the United States, a closer examination of lesser-known but well-connected figures in local American elections is warranted. Among them stands Lily Tang Williams, with another name Tang Baihe (formerly known as Tang Rong), a Colorado-based political aspirant whose candidacy raises significant national security questions. The scope of this article focuses on her associations with Chinese state-linked actors like Zhao Yukong, Zhou Quan of IDG Capital, and Lin Jing of the University of Science and Technology of China (USTC) Alumni Association in Chicago.


Section I: Lily Tang Williams’ Biography and Ties to CCP-Linked Networks

Lily Tang Williams, born Tang Rong in Chengdu, Sichuan Province, was a faculty member at Fudan University Law School and a CCP party member. In the 1980s, she left China under the framework of China’s “self-funded overseas study” policies. According to official Chinese regulations at the time, such individuals—especially professional technical personnel like lecturers—were required to obtain approval from their work units, retain their party membership, and report their status to diplomatic missions abroad. Party committees of Chinese consulates were instructed to maintain contact and even establish formal party cells among overseas students.

In 1995, Tang returned to China to bring her mother to the U.S., indicating freedom of movement and continuing ties. In 2002, she organized a Colorado lawyers’ delegation to China to build long-term ties with Chinese legal professionals. From 2000 to 2018, she served as President of ACM International Corporation, a consulting firm offering legal and business services to U.S. law firms and corporations operating in China. These services included joint ventures, mergers and acquisitions, contracts, IP protection, litigation, and arbitration—all embedded within China's legal system. ACM maintained affiliations with Chinese law firms, thereby reinforcing systemic ties to CCP-influenced legal institutions.

Tang’s background also includes corporate work in Hong Kong and southern China, where she was involved in quality control and vendor coordination for Wal-Mart’s China-based manufacturers. She reportedly became a U.S. citizen in 1995 and earned a Master’s degree in administration and planning from the University of Texas at Austin.

Despite positioning herself as a libertarian and anti-CCP voice, Tang Williams began political campaign activities as early as 2014. This early entry into U.S. politics has led some observers to question whether she was activated under a long-term CCP influence strategy. In 2023, she reportedly appeared at alumni events alongside Zhao Yukong. Notably, throughout her campaign she has consistently avoided any direct criticism of the CCP’s handling of COVID-19—even though her mother reportedly died during the outbreak—or its human rights abuses and censorship apparatus.

This calculated silence aligns with the CCP’s United Front strategy: deploy superficially Western-aligned individuals with deep systemic ties to China’s political and legal institutions, influence U.S. elections not through high-profile victories but through narrative dilution, elite grooming, and information control. Tragically, this deception has led many anti-CCP Chinese, Hong Kong, and Taiwanese voters to support her candidacy, unaware of her entrenched background in CCP-linked systems.


Section II: Who Is Supporting Lily Tang Williams, and Why?

Williams’ financial and organizational backers reflect deeper affiliations with China's strategic influence architecture:

  • Zhao Yukong: An alumnus of the Chinese Academy of Sciences who relocated to the U.S. under policies requiring Communist Party approval. Zhao worked at Siemens China, which supplied sensitive technologies to nuclear and aerospace entities tied to the PLA.

  • Zhou Quan: A founding figure of the USTC New Ventures Foundation and IDG Capital executive. IDG maintains long-term partnerships with Chinese state industries, including defense and AI surveillance sectors.

  • Lin Jing: Head of the USTC Alumni Association in Chicago, who presided over an alumni candidate meet-and-greet in April 2022 featuring Zhao Yukong and Zeng Jianning. Also in attendance was Li Hongwei, president of the Huazhong University of Science and Technology Alumni Association and head of the Chicago chapter of the China Council for the Promotion of Peaceful National Reunification—a United Front Work Department affiliate. Li openly coached attendees on how to “use data when communicating with the mainstream,” reinforcing CCP-style messaging discipline.

These individuals represent a triangulation of capital, scientific prestige, and political grooming that mirrors the CCP’s doctrine of “civil-military fusion” and subnational influence operations.

        • Also present was Li Hongwei, president of the Huazhong University of Science and Technology Alumni Association in Chicago and head of the China Council for the Promotion of Peaceful National Reunification (Greater Chicago Chapter)—a United Front Work Department front group. He advised Zhao and Zeng to “pay attention to using data when communicating with the mainstream,” echoing CCP propaganda strategies.
The alumni political gathering fits a larger pattern. In past years, Li Hongwei was an organizer and participant in consulate-affiliated summer events involving Chinese visiting scholars, scientists from Argonne National Laboratory, and officials from the Chinese Consulate General in Chicago. These included Xu Hai (Counselor of the Science and Technology Group), Consul Tong Yueshan, and others from politically significant backgrounds.

On Sunday, August 4, 2024, the temperature in the suburbs of Chicago was very hot (reaching 90 degrees Fahrenheit or 32 degrees Celsius). Lily Tang Williams’ campaign has been marked by conspicuous avoidance of any platform critical of the Chinese government. Her silence on the CCP’s censorship, disinformation efforts, and responsibility for pandemic mismanagement—especially in contrast to her own family loss—suggests not weakness but strategic omission.

Her opponent in one 2024 race? The wife of National Security Advisor Jake Sullivan. The candidacy of a non-viable but Chinese-linked opponent serves two possible CCP objectives: reducing pressure on a key White House figure by fielding a weak opponent, or using the campaign as a channel for influence-building within U.S. political communities.

The geographic architecture of this network is not coincidental:

Lin Jing, president of the USTC Alumni Association, presided over the event. At the beginning of the session, she introduced the two alumni candidates: Zeng Jianning, a candidate for the Maryland House of Delegates in District 9A. He enrolled in USTC’s Department of Physics in 1993, graduated in 1998, and went to the University of Maryland in the U.S. in 1999 to pursue a Ph.D. He is currently working as a software engineer in Maryland. Zhao Yukong, a candidate for the Florida House of Representatives in District 45 in 2022. He enrolled in USTC’s Department of Modern Physics in 1980.
