2021 National Natural Science Foundation of China and Japan Society for the Promotion of Science Cooperation and Exchange Projects Call



According to the bilateral cooperation agreement between the National Natural Science Foundation of China (NSFC) and the Japan Society for the Promotion of Science (JSPS), the two sides jointly fund cooperation and exchange projects every year, including cooperation and exchange, holding international (regional) academic conferences in China, going abroad (border) Participate in three types of bi- (multi-) academic conferences. After consultation between the two parties, 14 cooperation and exchange projects will be jointly funded in 2021, including 10 cooperation and exchange projects and 4 bilateral seminars (generally 2 in China and 2 overseas meetings).

  1. Project Description

  (1) Funding areas

  The field of funding for this project is related to natural sciences (application code 1 must select the subject code under AH, and it is recommended to fill in to the last level).

  (2) Funding intensity

  The intensity of Chinese funding is no more than 200,000 yuan per project.

  (3) Subsidy content

  For cooperation and exchange projects, NSFC will provide Chinese applicants with round-trip air tickets for Chinese scientists visiting Japan, living expenses and inter-city transportation expenses for receiving Japanese scientists visiting China; JSPS will provide Japanese applicants with Japanese scientists visiting China. Round-trip airfare, living expenses for receiving Chinese scientists visiting Japan, and transportation between cities.

  For bilateral seminar projects, the institution in the country where the meeting is located (NSFC or JSPS) will provide the applicant with accommodation, inter-city transportation and related expenses for holding the meeting, including venue rental and printing of meeting materials. system, etc. International travel expenses for participating experts will be provided by the sending country agency (NSFC or JSPS).

  (4) Project implementation period

  The implementation period of the cooperation and exchange project is 2 years and 9 months (from April 1, 2021 to December 31, 2023). The implementation period of the bilateral workshop project is 1 week, and the implementation period ranges from April 1, 2021 to March 31, 2022.

  2. Eligibility

  (1) The Chinese applicant must have a senior professional and technical title, or be recommended by two scientific and technical personnel who have the same research field and have a senior professional and technical title.

  The Chinese applicant for the cooperation and exchange program must be the host or main participant (main participant) of a 3-year (inclusive) or above National Natural Science Foundation of Participants need to be approved by the person in charge of the research project).

  The Chinese applicant for the Bilateral Seminar Project must be the moderator or the main participant of the National Natural Science Foundation of China's research project with a three-year (inclusive) or above conclusion after December 31, 2020. The person in charge of the research project agrees), and the cooperation and communication should closely focus on the research content of the research fund project on which it is based.

  (2) Japanese collaborators should meet the eligibility requirements of JSPS for domestic applicants.

  (3) Applicants from both China and Japan need to submit project applications to NSFC and JSPS respectively, and applications submitted unilaterally will not be accepted.

  3. Restrictions

  (1) This project belongs to an international (regional) cooperation and exchange project, and is not subject to the restriction of “the total number of projects applied for and undertook by senior professional and technical positions (titles) is limited to 2”.

  (2) The total number of NSFC-JSPS (China-Japan) cooperation and exchange projects that the applicant applies for and the project leader is undertaking is limited to one.

  4. Reporting requirements

  (1) Path of filling in the application form online

  Chinese applicants must log in to the ISIS Science Foundation Network System (https://isisn.nsfc.gov.cn/egrantweb/) and fill in the "National Natural Science Foundation of China International (Regional) Cooperation and Exchange Program Application Form" online.

  The specific steps for cooperation and exchange projects are: select the "project leader" user group to log in to the system, and then click "online application" to enter the application interface; click the "new project application" button to enter the project category selection interface; click "international (regional) cooperation" Click the + sign on the left side of "Communication Project" or the "Expand" button on the right side to expand the drop-down menu; click the "Fill Application" button on the right side of "Cooperation and Exchange (Inter-Organization Agreement Project)" to enter the interface for selecting "Cooperation Agreement"; Select " NSFC-JSPS (China-Japan) " in the menu, and then enter the approval number of the project relying on the research fund according to the system requirements.   (2) Submit attachments online

  In addition to filling in and submitting the Chinese application form online, the Chinese applicant must upload the following materials to the "Attachment" column of the Chinese application form and submit it together:

  1. When applicants for cooperation and exchange programs fill in the application online, they must submit the cooperation and exchange agreement (Appendix 1) as an appendix to the Chinese application form and submit it to the ISIS Science Foundation Network System. Applicants from China and Japan must reach an agreement on the cooperation content, exchange plan and intellectual property rights in the cooperation agreement, and sign it.

  2. Applicants for the Bilateral Seminar Project must fill in the English application form (Appendix 2) attached to this guideline when filling out the application online, and submit it to the ISIS Science Foundation Network System as an appendix to the Chinese application form. At the same time, the project applicant must provide a list of Chinese and Japanese participants. The Chinese participants should come from at least 3 different units in China, and each participant must be the host or main participant of the natural science fund project under study. . To apply for a bilateral academic seminar held in Japan, only one Chinese organizer is required to fill in the Chinese application form.

  (3) Instructions for filling in the application form

  The name of the project (in English), the supporting unit (in both Chinese and English) and the person in charge of the project from both sides (default is the first person in the "Chinese Party Information" column and "Overseas Partner" column) in the Chinese and Japanese applications should be strictly consistent.

  In the "Project Implementation Plan" column, the names of the visiting and visiting personnel, the visiting and visiting dates, and the research work to be carried out should be listed in detail according to the exchange year. Project participants and visiting personnel must be the moderators or main participants of the research funded projects they rely on.

  The project budget table is limited to filling in the 9th item of the serial number "travel/meeting/international cooperation and exchange expenses", and there are no indirect expenses for this project. In the "Budget Statement" column, according to the content of the "Project Execution Plan", according to the exchange year, the international travel expenses for the visiting personnel, the living expenses for receiving Japanese scientists visiting China, the inter-city transportation expenses, and the related expenses for holding the conference, including venue rental. , meeting material printing, etc. to formulate a detailed budget.

  (4) The relying unit shall review the authenticity, completeness and compliance of the application materials submitted by the applicant of the unit, as well as the target relevance, policy compliance and economic rationality of the declared budget. This project is included in the scope of paperless application. After the relying unit has completed the confirmation of the electronic application and the attached materials item by item, it should upload the electronic scanned copy of the scientific research integrity commitment letter of the unit through the ISIS Science Fund network system before the deadline for submission of application materials ( Please download the template in the ISIS Science Foundation Network System, print and fill it out and sign it by the legal representative and affix the official seal of the supporting unit), no paper materials are required. The acceptance period for online declarations in the ISIS system is from June 8 , 2020 to 16:00 on September 3 , 2020 .

  After the project is approved, the signed and stamped pages of the application form should be bound at the end of the "Project Funding Plan" and submitted together. The signed and stamped information should be strictly consistent with the electronic application.

  5. Announcement of results

  The results of the funding are expected to be announced in the International Cooperation section of the NSFC portal in January 2021.
