The role of China Institute in America in CCP's United Front Work(UFW) against the United Nations


China Institute in America's connection with employees of the United Nations could be traced back to as early as 19th November 2011.

Agnes Hsu-Tang(a/k/a 徐心眉, Xu Xinmei, Xinmei Xu) has been the Resident Scholar and Director of Arts and Culture Department of China Institute in America(华美协进社) and the International Expert of UNESCO(联合国教科文组织)  World Heritage Centre as early as of 19th November 2011.  Agnes Hsu-Tang has been Oscar Tang(a/k/a Tang Liuqian, 唐骝千)'s wife since May 2013. Oscar Tang is Board Treasurer to Committee of 100(百人会) who claimed that he is committed to promoting culture of PRC. California State Assemblyman Evan Low, U.S. Representatives Ted W. Lieu and Judy May Chu, and Former US ambassdor to PRC Gary Locke attended annual meeting of Committee of 100 with PRC consul general Zhang Jianmin in May 2023

Yanqi Liu(a/k/a Liu Yanqi, 刘炎琦) worked in the United Nations (UN) as of 19th November 2011 and was general manager of China Machinery Engineering Wuxi Co.,Ltd.(中设无锡机械设备工程有限公司) as of 13th April 2018, a wholly owned subsidiary of China Machinery Engineering Corporation(中国机械设备工程股份有限公司), a state-owned enterprise (SOE) of the People's Republic of China(PRC) controlled by Chinese Communist Party (CCP) when she gave a lecture introducing her experience as a worker in UN, mentioning "While working hard, the most important thing is that I learned a lot of lessons - when getting along with people, the best state is to make people feel comfortable", after working 6 years at the department of translation of the UN.

Yanqi Liu(a/k/a Liu Yanqi, 刘炎琦) 

China Institute in America's Arts & Culture Department director Agnes Hsu-Tang, UN security department staff Yikun Yang (杨屹坤), UN International Compact Office's Consultant Weijing Liu (刘玮婧) and UN's translator Denis McAuley attended Poetry reading on the 80th anniversary of Xu Zhimo's death (徐志摩逝世80周年诗歌朗诵会) hosted by Renwen Society at China Institute ( email: renwen@chinainstitute.org, phone number: (646) 912-8861) at Columbia University Law School (Jerome Greene Building), Room 104, 435 West 116 Street, New York, NY 10016 on 19 November 2011 when Yanqi Liu served as simultaneous interpretation. An organiser of the event is Columbia University Chinese Students & Scholars Association (哥伦比亚大学中国学生学者联谊会) which had close connection with Chinese Communist Party and was once derecognized by school reportedly.

China Institute in America's history as a collaborator of Chinese Communist Party could be traced back to as early as June 2005.

The unveiling ceremony of the "Confucius Institute at China Institute"(华美协进社孔子学院) in New York was held at the Waldorf Astoria Hotel in New York on the afternoon of 14th September 2005. PRC State Councilor Tang Jiaxuan, PRC Ambassador to the United States Zhou Wenzhong, Vice Foreign Minister Yang Jiechi, PRC Consul General in New York Liu Biwei and others attended the unveiling ceremony.
The unveiling ceremony was hosted by Sara Judge McCalpin(江芷若), President of China Institute in America. Ms. Virginia A. Kamsky(甘维珍), chair of China Institute in America, and Ms. Julia Nixon Eisenhower, daughter of former US President Nixon, introduced the distinguished guests and the establishment of the "Confucius Institute at China Institute" respectively.


State Councilor Tang Jiaxuan unveiled the establishment of the "Confucius Institute at China Institute" and delivered a speech, expressing warm congratulations on the establishment of the "Confucius Institute at China Institute" on behalf of Hu Jintao and the PRC government. In his speech, Tang Jiaxuan said: "China Institute in America cooperated with the PRC's National Office for Teaching Chinese as a Foreign Language (国家对外汉语教学领导小组办公室) to establish the 'Confucius Institute at China Institute' in New York to carry out PRC language and cultural teaching and exchange activities... Over the years, China Institute in America has done a lot of effective work in this regard....".
Since the beginning of 2004, the PRC Consulate General in New York had held many discussions with China Institute in America on the co-construction of the Confucius Institute. Relevant officials from the PRC Ministry of Education and the PRC's National Office for Teaching Chinese as a Foreign Language have also visited the United States and exchanged views with the leaders of China Institute in America. During their visit to PRC at the end of June 2005, the China Institute in America delegation formally signed an agreement with PRC's National Office for Teaching Chinese as a Foreign Language to jointly build the "China Institute Confucius Institute". At the "First World Chinese Conference" held in Beijing in mid-July 2005, PRC State Councilor Chen Zhili personally presented the "Confucius Institute" plaque to China Institute in America.

In 2006, PRC's Office of National Office for Teaching Chinese as a Foreign Language was renamed PRC's Office of Chinese Language Council International(a/k/a 国家汉语国际推广领导小组, Hanban). It was composed of 12 ministries and commissions, including12 departments, as follows:
        1. the General Office of the State Council, 
        2. the Ministry of Education, 
        3. the Ministry of Finance, 
        4. the Overseas Chinese Affairs Office of the State Council, 
        5. the Ministry of Foreign Affairs, 
        6. the National Development and Reform Commission, 
        7. the Ministry of Commerce, 
        8. the Ministry of Culture, 
        9. the State Administration of Radio, Film and Television (International Radio), 
        10. the General Administration of Press and Publication, 
        11. the State Council Information Office, and
        12.  the National Language Work Committee. 


The group leader is State Councilor Chen Zhili.

PRC's Chinese Language Council International was cancelled on 21st March 2008 and its functions has been undertaken by the Ministry of Education of PRC(PRC MOE). Hanban became an institution directly under the Ministry of Education dedicated to building Confucius institutes around the world.

The Confucius Institute Headquarters or Hanban was renamed as the Center for Language Education and Cooperation(中外语言交流合作中心) on 18th June 2020. According to what was posted on the official website of PRC government on 5th July 2020, The Center for Language Education and Cooperation, a public institution directly under the Ministry of Education, is specifically responsible for the overall planning of the construction of an international Chinese education resource system, participating in the formulation of relevant standards for international Chinese education and organizing their implementation; supporting the construction and academic research of international Chinese teachers, teaching materials, and disciplines; organizing and implementing international Chinese teacher examinations and a series of Chinese proficiency examinations for foreigners, and carrying out relevant assessments and certifications; running international Chinese education-related brand projects; and organizing and carrying out language exchanges and cooperation between China and foreign countries. The Chinese International Education Foundation(中国国际中文教育基金会) is fully responsible for running the Confucius Institute brand worldwide.


Chinese International Education Foundation was incorporated on 19th June 2020 with initial capital of RMB 36.3 million, subject to the supervision of PRC MOE. All the members of board of directors of Chinese International Education Foundation were members of Chinese Communist Party and all the members of board of supervisors of Chinese International Education Foundation were members of Chinese Communist Party  in 2023. 




Cooperation over Confucius Institute at China Institute between China Institute in America and East China Normal University

 On 5th May 2023, James Heimowitz (贺志明), CEO of China Institute in America, and Peter Walker, Chair of China Institute in America, visited East China Normal University(a/k/a ECNU, 华东师范大学). President  Xuhong Qian(钱旭红) and Vice President Hongliang Gu(顾红亮) met with the delegation. During the talks, the two sides also held a meeting of the Board of Directors of the Confucius Institute at China Institute. Gu Hongliang listened to the work report of Shenzhan Liao(廖申展), the president of Confucius Institute at China Institute, co-built by China Institute in America and East China Normal University in 2006. The two sides also discussed the future development plan of Confucius Institute, annual budget, financial reporting, the work vision and cooperation on "ECNU Center at China Institute"(华东师范大学-华美协进社中国研究中心). Agnes Hsu-Tang had been the administration director(i.e., executive director; “行政主任” is likely a Taiwanese term translated from executive director as Confucius Institute at China Institute is an entity established in the US using official terms of English language rather than Chinese) of Confucius Institute at China Institute as early as 19th February 2009. According to the 2023 annual financial report of PRC MOE, one of the functions PRC MOE owned is to plan, coordinate and guide the international promotion of Chinese language. East China Normal University was included in the scope of consolidation of PRC MOE, a part of PRC's State Council, to prepare the financial report which means that PRC MOE had control over East China Normal University. So there is somewhat likelihood that Agnes Hsu-Tang had financial connection or was a payee of PRC MOE or ECNU or their fund either as beneficiary or user of fund.


Cooperation between Shanghai Jiao Tong University and China Institute in America


On 7th March 2019, Philippe de Montebello, former chief and honorary curator of the Metropolitan Museum of Art, met with Jiang Sixian(姜斯宪), secretary of CCP Committee of Shanghai Jiao Tong University(上海交通大学党委书记) appointed by Central Committee of CCP, Hu Hao(胡昊), Director of the Propaganda Department of (中共上海交通大学党委宣传部)  and member of the Standing Committee of (中共上海交通大学党委常委) the CCP  Committee of Shanghai Jiao Tong University appointed by CCP Leadership Group of PRC MOE(中共教育部党组) following consulation with CCP Shanghai Municipal Committee(中共上海市委), CCP member(中共党员) Luo Peng(罗鹏), director of the Director of International Affairs Division and director of the Hong Kong, Macao and Taiwan Office, CCP member Zhang Kai(张凯), director of the Archives and executive director of the Qian Xuesen Library,  CCP member Wang Jiaying(汪佳莹), head of the Civilization Office, Lu Qiang(陆强), director of the Cultural Development Fund of Shanghai Jiao Tong University, and Kungshin Chou (Zhou Gongxin 周功鑫), former chief of the National Palace Museum in Taiwan(a/k/a 台湾国立故宫博物院,中华民国国立故宫博物院, National Palace Museum of the Republic of China, National Palace Museum of ROC) appointed by the Kuomintang's former chairman and Taiwan's former President Ma Ying-jeou, at the General Office of the Xuhui Campus of Shanghai Jiao Tong University, PRC. The event was sponsored by Shanghai Jiao Tong University and Shanghai Municipal Education Commission, and hosted by Shanghai Jiao Tong University Cultural Development Fund, Shanghai Mingdao Cultural Development Center(上海名道文化发展中心), National University Museum Education Alliance(全国高校博物馆育人联盟), Shanghai University Museum Education Alliance, and Propaganda Department of CCP Committee of Shanghai Jiao Tong University, and Civilization Office. According to 2019 annual financial report of PRC MOE, PRC MOE's "Other educational expenditures" were RMB 13.58 billion, among which RMB 10.54 billion were for project expenditures, and Shanghai Jiao Tong University was also included in the consolidation scope of PRC MOE for preparing its annual accounts of financial year 2019. 

The "22nd New York International Chinese Teaching Conference - Innovation and Sustainable Development of Global Chinese Teaching" co-organized by China Institute in America, Greater New York Chinese Language Teachers Association and Shanghai Jiao Tong University was held at China Institute on 4th May 2024. This annual meeting brought together more than 100 teachers, experts and scholars from the United States, China, Canada, Singapore and other places, including George S.Geh(葛晓初), CEO of China Institute in America, Yu Yougen, Education Counselor of the PRC Consulate General in New York, Xiaoxiao Jiao(焦晓晓), Clinical Professor and Coordinator of Chinese Language Program at New York University as well as the Co-Chair of Chinese Language Teachers Association of Greater New York(大纽约地区中文教师学会), Professor Wang Ning and Professor Cheng Aimin from the School of Humanities, Shanghai Jiao Tong University, Wang Jun, Assistant Dean of the School of Humanities and the CCP Branch Deputy Secretary & Director of the Center for Chinese International Education of Shanghai Jiao Tong University, Professor Zhou Bin(周斌) of the Center for Chinese International Education, and Mo Xiaoling(莫筱玲), CCP Committee Member & Internationalization Office director, the School of Humanities, Shanghai Jiao Tong University.

Wang Jun,  the CCP Branch's Deputy Secretary & Director of the Center for Chinese International Education of Shanghai Jiao Tong University made a speech "Does live-streamed teaching work?" at The 22nd New York International Conference on Teaching Chinese: Innovative and Sustainable Approaches to Global Chinese Language Teaching in New York.
The delegation of the School of Humanities of Shanghai Jiao Tong University also visited the United Nations International School. Antonie Delaitre, Principal of the Tutorial House (High School) at the United Nations International School, Zakaria Baha, director of the Student Activities at the United Nations International School, and Sun Qingqian, head of the Chinese program, received the delegation. The two sides had in-depth discussions on student study tours, calligraphy teaching support, undergraduate enrollment, etc., and look forward to more cooperation and exchanges in the future. This trip to New York not only strengthened the communication and exchanges between the School of Humanities of Shanghai Jiao Tong University and American international Chinese education experts, but also expanded the channels for contact and connection with relevant schools, laying a solid foundation for further deepening cooperation between the two sides in the future.
Zhou Bin is currently a professor and doctoral supervisor at the School of Humanities, Shanghai Jiao Tong University, and a member of the Chinese Calligraphy Education Steering Committee of the Ministry of Education of the PRC. He also serves as the chairman of the the Calligraphy United Nations, an NGO organization of the News and Media Division of the United Nations Headquarters, and a director of the China Association for Promotion of Chinese Culture(中华文化发展促进会). In 2005, he received the first-class funding from the China Postdoctoral Science Foundation. In 2009, he was selected into the New Century Excellent Talent Support Program of the Ministry of Education of the PRC. He was the Chinese calligraphy teacher of former UN Secretary-General Ban Ki-moon. 
Zhou Bin was the executive vice president of the Institute of International Communication of Chinese Culture at East China Normal University in 2015, and the director of the Calligraphy Education and Psychology Research Center at East China Normal University. Zhou Bin said that he would take time out every year to go to New York to teach Ban Ki-moon Chinese calligraphy. During his stay in the United States, he usually arranged two classes for Ban Ki-moon every Saturday and Sunday, each lasting about two hours. According to Zhou Bin, he started teaching Ban Ki-moon calligraphy in December 2011.
Professor Zhou Bin, Director of the Center for Chinese Calligraphy Education and Psychology Research at East China Normal University, who was visiting New York University, was invited by the China Institute in America to give an academic lecture entitled "Chinese Calligraphy and Civic Culture" at the China Institute's Humanities Lecture Hall on 19th February 2011. Dr. He Yong, Head of the Chinese Group of the United Nations Language Department, served as the academic host. Also attending the lecture were Chinese scholars from prestigious universities such as Columbia University and Oxford University, as well as people from the New York news media and cultural and educational circles.
China Association for Promotion of Chinese Culture( CAPCC) was founded in June 2001 by leaders and academics in Chinese literature and the arts. It is composed of the Council, Administrative Office, Department of Cultural Exchanges, Department of Academic Research, and Department of Project Planning. The association also has the following subsidiaries: China Huayi Audio and Video Company, Ltd., Huayi Publishing House, in addition to radio, film and television production and internet websites. Since its inception, CAPCC, sticking to its aim of  promoting Chinese culture, strengthening national consciousness, and foster the unification of People's Republic of China with Taiwan(i.e., promoting PRC's occupying Taiwan)”.  CAPCC has established a wide range of exchanges and cooperation with institutions at home and abroad, by actively carrying out academic exchanges, especially those seminars held in mainland China, Taiwan, Hong Kong, Macao and has also actively engaged in the “opposing independence and promoting unification” movements, and is a co-sponsor for “Overseas Chinese World Conference for Promoting Peaceful Reunification of China”.  CPACC publishes books and pictorials every year, more than a hundred in type and a million in number, a multitude of which on history and culture have won “the Chinese Government Award for Publishing”. With the increased expansion of Center for Cross-Strait Book Logistics, and the rapid development of on-line bookstores throughout Taiwan, CPACC has pioneered an E-commerce platform to introduce the mainland’s simplified Chinese-version publications into Taiwan.  CAPCC provides more than ten film and TV works with over a hundred episodes per year, among which, over ten have national awards like the "the Best Works in Five Cultural Aspects Award” by CCP’s Central Propaganda Department
CPACC President Wang Zhengwei, born in June 1957, is a member of CCP and Vice Chairman of the 12th National Committee of the Chinese People's Political Consultative Conference(CPPCC).
CPACC's consultant Zhu Yilong, born in December 1964, is currently a member of the National Committee of the CPPCC and Vice Chairman of the All-China Federation of Returned Overseas Chinese.

CPACC consultant Zhou Licun was born in February 1960 and is a member of the CCP. He is currently the director of the Scientific Research Department of the National Defense University of the People's Liberation Army of China(PRC) and the deputy director of the PLA National Defense University Academic Committee, with the rank of major general.
CPACC consultant Wang Weixing, born in November 1958, is a member of the CCP and currently serves as the director of the Foreign Military Research Department of the PLA Academy of Military Sciences with the rank of major general.

United Nations International School,a tool of PRC messing with the United Nations to conduct CCP's propaganda and brainwashing with PRC's culture

On 21st November 2015, to celebrate the 70th anniversary of the founding of the United Nations, the "World Peace Development and International Calligraphy Exchange" Summit Forum was held in Conference Hall 8 of the United Nations Headquarters, hosted by the PRC Permanent Mission to the United Nations and the Office of the UN Secretary-General and undertaken by the Junior United Nations of Calligraphy. UN Secretary-General Ban Ki-moon and his wife, Ambassador Liu Jieyi, representative of the PRC Permanent Mission to the United Nations, Consul General Zhang Qiuyue of the PRC Consulate General in New York, as well as representatives of diplomats from various countries stationed at the United Nations and representatives of the "Junior United Nations of Calligraphy" from all over the world attended the forum.  This series of activities were led by Ana Larrea and Arturo Guerrero, UN officials from Spain, and Lucas Perez, an artist from the United States, as well as teachers and students from New York University and the New School, and other international people who love Chinese culture and calligraphy to teach and spread calligraphy of PRC on the spot.
In April 2014, with the personal support of Mr. Ban Ki-moon, Secretary-General of the United Nations, and the active promotion of Professor Zhou Bin, the "Junior United Nations of Calligraphy" was established at the United Nations International School. Mr. Ban Ki-moon personally inscribed and unveiled the "Junior United Nations of Calligraphy", which has now become a cultural exchange organization based in the United Nations International School and facing young people from all over the world. The "Junior United Nations of Calligraphy", inscribed, unveiled and hung at the United Nations International School by Mr. Ban Ki-moon, has successfully organized many international forums on the dissemination of PRC's calligraphy culture under the active cultivation and support of Professor Zhou Bin, the lifelong chairman of the " Junior United Nations of Calligraphy".



The Cooperation between Shanghai Jiao Tong University and East China Normal University

In response to the call of the CCP Central Committee and General Secretary Xi Jinping of CCP Central Committee to vigorously promote the spirit of investigation and research throughout the Party and to cooperate with the thematic education,  Liu Boquan, Secretary of the CCP Branch of the Center for Chinese International Education, School of Humanities, Shanghai Jiao Tong University, Wang Jun, Deputy Secretary of the CCP Branch thereof, and relevant teachers went to the School of International Chinese and Culture of East China Normal University to conduct research. They were received by Ye Jun, Vice Dean of the School of International Chinese Studies of East China Normal University, Wang Zhi, Deputy Secretary of CCP, Qi Feng, Director of the Department of Chinese Language and Literature, and Liu Hong, Assistant to the Dean on 27th June 2023.  During the exchange, the members of CCP branch of the Center for International Chinese Education of Shanghai Jiao Tong University as teachers conducted comprehensive consultation and understanding on the overall development of international Chinese education, the professional construction of the Chinese Language Department, the construction of the professional master's degree program in international Chinese education, and the cultivation of students' dual innovation capabilities and internships and employment. The two sides also conducted in-depth exchanges on this. Both parties unanimously expressed the hope to take the theme education survey as an opportunity to further strengthen contact and enhance cooperation in school operation practice.

Consul General of PRC in New York visited Metropolitan Museum of Art for cooperation

Huang Ping (黄屏), Consul General of PRC in New York(中共国驻纽约总领事), and his wife Zhang Aiping(张爱萍) visited the Metropolitan Museum of Art to meet with Max Hollein, Director of the Metropolitan Museum of Art, and exchanged views on further strengthening the cooperation between PRC and the United States in the field of culture and museums on 14th April 2019. PRC Cultural Counselor Li Liyan (李立言),  Museum's Asian Art Department Director Maxwell K. Hearn, and Deputy Director Sun Zhixin(孙志新) attended the meeting. Consul General Huang Ping said that the Metropolitan Museum of Art is a must-see for almost every tourist to New York, and hoped that the Metropolitan Museum of Art would continue to strengthen exchanges and cooperation with PRC and explain PRC's values ​​to the global audience through culture and cultural relics. Max Hollein said that the Metropolitan Museum of Art had always attached great importance to its relationship with PRC, and was also the cultural and museum institution that had the most frequent exchanges and cooperation with PRC in the world, hoped to use the museum's rich collection resources to build a platform for dialogue among civilizations around the world and promote mutual understanding and recognition between PRC persons and American people. 

 Metropolitan Museum of Art's Asian Art Department Deputy Director being an employee of PRC's state-owned entity

Sun Zhixin, the distinguished senior director of Chinese art at the Asian Department of the Metropolitan Museum of Art in New York, was a scholar of the Thousand Talents Plan (千人计划) of PRC, a director of the Museum of Chinese in America, and a researcher at the China National Academy of Painting(中国国家画院) , an institution directly under the Ministry of Culture and Tourism of PRC(中共国文化和旅游部) undertaking thematic creation tasks, carrying out art exchanges and cooperation, and completing other tasks assigned by the Ministry of Culture and Tourism. According to 2019 annual report of Ministry of Culture and Tourism of PRC, China National Academy of Painting was included in the consolidation scope of Ministry of Culture and Tourism of PRC, and the responsibilities of Ministry of Culture and Tourism of PRC included, but not limited to, implementing the CCP's cultural work policies and guidelines, guiding and managing exchanges, cooperation, propaganda and promotion with foreign countries and Hong Kong, Macao and Taiwan in culture and tourism, and promoting PRC's culture to go global.

Possibility of Oscar Tang and Agnes Hsu-Tang couple's record US$125 million donation to the Metropolitan Museum of Art being Paid from PRC government's fund

According to 2021 annual financial report of PRC MOE, “Other educational expenditures”(其他教育支出) are used to account for the expenditures of the educational institutions directly under the MOE, including project expenditures(项目支出) incurred to achieve the development goals of the institution, and office of PRC's Chinese Language Council International was included in the consolidation scope to prepare the financial report. Other educational expenditures were RMB 10.66 billion or RMB 10,660,159.1 thousand in 2021, among which RMB 6.95 billion or RMB 6,953,832.6 thousand were for project expenditures. In November 2021, it was reported that Oscar Tang and his wife Agnes Hsu-Tang donated a record US$125 million to the Metropolitan Museum of Art to fund the renovation of the Museum’s Modern Wing, following that Oscar Tang had been a Trustee Emeritus of the Metropolitan Museum of Art for nearly 30 years, a longtime Chair of The Met’s Asian Art Visiting Committee, an advisor to executive committee and an advisor to acquisitions committee at Metropolitan Museum of Art, and that Agnes Hsu-Tang had been a member of the Modern and Contemporary Visiting Committee.

It is possible that the US$125 million were paid out from PRC MOE's project expenditures of “Other educational expenditures” via Agnes Hsu-Tang or China Institute in America. It is also possible that the US$125 million both before and after donation were under the control or influence of CCP or PRC controlled by CCP which could then use it to buy propaganda art works or influence makers or sellers of works. 
It is also possible that Oscar Tang and Agnes Hsu-Tang or China Institute in America sold works to Ministry of Culture and Tourism of PRC to get fund which were then donated to Metropolitan Museum of Art.

Leadership Change of China Institute in America

George S.Geh has become CEO of China Institute in America since 25th May 2023, succeeding James Heimowitz, who had served as CEO since 2014, and at the same time James Heimowitz assumed the new position of Honorary Chairman. George S.Geh most recently served as Managing Director (MD) of Lone Star Funds and, prior to that, as Managing Director of AlixPartners. He also served as Global Head of Strategy at Alstom Power for four years. George S.Geh holds an MBA from Carnegie Mellon University, an MS in Materials Science from Pennsylvania State University, and a BS in Materials Engineering from Shanghai Jiao Tong University. On 15th May 2021, George S. Geh served as a judge for the 9th Fan Xuji Scholarship(范绪箕奖学金) Review Committee of Shanghai Jiao Tong University.
Since 2018,  Yue-Sai Kan(靳羽西) has served as the Co-Chair of China Institute in America, after being given letter of employment as the Honorary Advisor of Shanghai Overseas Exchange Association(上海市海外交流协会名誉顾问) by Cui Minghua(崔明华), Director of the Shanghai Municipal Government Overseas Chinese Affairs Office(上海市政府侨办主任) in 2008 .

Connection between China Institute in America and US Congresswoman Judy Chu 

The 2024 Asian American Women of Distinction Awards Ceremony, co-held by China Institute in America and Yue-Sai Kan One World Foundation (靳羽西同一世界基金会), was held at the Taglyan Complex in Los Angeles on 27th February 2024. The event also served as launching platform of new video projects of Yue-Sai Kan One World Foundation. Ten women, including U.S. Congresswoman Judy Chu, Plastpro Inc.'s CEO and founder Shirley Wang, BlossomHill Therapeutics Inc.'s CEO Dr. J. Jean Cui,Oscar Foreign Language Film Selection Committee‘s Executive Committee Member Lisa Lu, is writer and artist Chanel Miller, Tetris's chief Maya Rogers, Bowers Museum's chair Anne Shih, fashion designer Sue Wong, Academy of Motion Picture Arts and Sciences' chair Janet Yang, Fusion Fund's founder Lu Zhang were honored. Nearly 300 people from the political, cultural, art, and overseas Chinese communities attended the ceremony, including Wang Wei(王薇), Counselor of the PRC Consulate General in Los Angeles, Phoebe Chen (陈慧碧), chair of Southern California Chinese-American Organizations (美国南加州华人社团联合会) & member of the organizing committee of the 2024 Asian American Women of Distinction Awards Ceremony,  Sue Zhang(张素久), honorary chair of Southern California Chinese-American Organizations and the overseas advisor to All-China Federation of Returned Overseas Chinese(中华全国归国华侨联合会), Guo Song(郭颂),  President of Southern California Chinese-American Organizations and the overseas member of All-China Federation of Returned Overseas Chinese as well as overseas advisor to Jilin Provincial Federation of Returned Overseas Chinese(吉林省归国华侨联合会) , Sun Wei(孙伟), overseas advisor of Liaoning Provincial Federation of Returned Overseas Chinese(辽宁省归国华侨联合会), Jin Ye (靳烨), Former Miss Universe China, Huang Dongping (黄冬平), Executive President of Chinese American Federation (a/k/a 美国南加州华人联合总会 or  美国华人联合总会), and Michelle Guo, CEO of MG Aesthetic Center.





Connection between China Institute in America and American officials, Saratoga Mayor Yan Zhao and Judge Lilian K. Sing 

On 26th January 2023, the 2023 "Women Who Dared" celebration dinner hosted by China Institute in America was held at the H.L. Peninsula Hotel in San Francisco. Yue-Sai Kan, one of the directors of China Institute in America, Anla Cheng(郑安澜), vice chairman of China Institute in America, Sophia Sheng, president of the Chinese Culinary Center of China Institute in America, and Saratoga Mayor Yan Zhao(赵嬿) delivered speeches. The honorees include: Joan Chen(陈冲), renowned actress and director; Sarah Guo, venture capitalist and founder of Conviction; Phoebe Chen Huang(陈慧碧), president of the Roundtable of Southern California Chinese American Organizations(南加州美籍华人圆桌会议); Stella Li(), president of BYD Americas; Gorretti Lo Lui(吕罗婉雯), director of the Lui Foundation; Chrissy Luo(雒芊芊), co-founder of the Tianqiao and Chrissy Chen Institute and co-founder and president of Shanda Group; Yuanyuan Tan(谭元元), renowned ballerina and principal dancer of the San Francisco Ballet; Sally Shi, co-founder of ScalableVision Capital; Lilian K. Yan Zhao, Mayor of Saratoga

Yan Zhao is the current Mayor of Saratoga. She was first elected to the Saratoga City Council in 2018 and served as Mayor in 2021. Saratoga Mayor Yan Zhao had over 23 years of experience in semiconductor industry, and has worked in various roles, including Analog IC design engineering, technical marketing, business development, and sales. She also serves at Council Finance Committee, Hakone Foundation Board Executive Board, Santa Clara County Housing and Community Development Advisory Committee, Santa Clara County Library District Board of Directors,  Valley Transportation Authority Policy Advisory Committee, West Valley Mayors and City Managers Association, and West Valley Sanitation District Board of Directors. It was reported that Yan Zhao was also listed as chair of board of directors(理事长) of Northwest University (of China, not NorthWestern University of the US) North America Alumni Association(西北大学北美校友会) on 19th March 2017 when two deputy secretaries of CCP Committee of Northwest University were in New York and Northwest University North America Alumni Association Founding Conference, which was also Talent Exchange and Technology Cooperation Seminar was held and attended by Counselor Xing Jijun(邢继俊) of Science and Technology Division and Consul Feng Hu(冯虎)  at the PRC Consulate General in New York, and New York City Councilman Peter Ah-Ming Koo(顾雅明).

Yan Zhao expressed willingness of deepening exchanges in education and science & technology between US and CCP via Prime Oriental Enterprise Alliance(美中华商联合会) , and issued an award to Gong Yunding(龚雲定, 龚云定), President of the Prime Oriental Enterprise Alliance on 30th Dec 2023. Millbrae Mayor Anders Fung (冯嘉辉, or Feng Jiahui) also issued a certificate of award to Gong Yunding.California State Assemblyman Evan Low,  Alameda County Supervisor David Haubert,Danville Mayor Newell Arnerich,Millbrae Mayor Anders Fung,etc., delivered a speech on the founding ceremony of Prime Oriental Enterprise Alliance. Gong Yunding graduated from CCP Central Party School(中共中央党校) and chairs Xinjing Group(新京集团) developing real estate in PRC by cooperating with financial institutions controlled by CCP. Gong Yunding who received award from Saratoga Mayor Yan Zhao is also executive president of NINGBO CHAMBER OF OVERSEAS CHINESE(宁波侨商会) that adheres to overall leadership of CCP, and is guided by business managing authority Overseas Chinese Affairs Office of Ningbo Municipal Government(宁波市侨办),and according to section 27 of The Charter of NINGBO CHAMBER OF OVERSEAS CHINESE BUSINESSMEN, Gong Yunding may become executive president of NINGBO CHAMBER OF OVERSEAS CHINESE only after approval by business authority Overseas Chinese Affairs Office of Ningbo Municipal Government(宁波市政府侨务办公室).

Chinese Academy of Sciences(CAS) which has been tasked with developing new concept of weapons since 2014 and required by Xi Jinping to realise it as soon as possible on 8th Augugst 2014 is the common parent of Wuhan Institute Virology(WIV) of CAS and Shenzhen Institute of Advanced Technology of CAS.  Xinjing Group and Overseas Talent Entrepreneurship Park of CAS(中科院海外人才创业园), jointly built by the Chinese Academy of Sciences and Zhongguancun Science Park Management Committee(中关村科技园区管委会) under Beijing municipal government, jointly initiated and established CAS Overseas Talent Entrepreneurship Park Xinjing Innovation Center(中科院海外人才创业园新京众创中心) in Beijing on 27th June 2016, which claimedly relied on brand and project resource advantages of Overseas Talent Entrepreneurship Park of CAS and financial advantages of Xinjing Group to build a cooperation platform for technological achievements. 

Shenzhen Yangqi Medical Chips Intelligent Technology Co.,Ltd signed contract to supply high-precision depth camera system to Shenzhen Institute of Advanced Technology of CAS with contact XIE Yaoqing "谢耀钦"(phone number 18923712562) on 12th August 2024 who co-authored at least three papers with ZHOU Shoujun(周寿军) holding PLA's First Military Medical University(中国人民解放军第一军医大学)'s PhD and PLA's Air Force Engineering University(中国人民解放军空军工程大学)'s Bachelor's Degree, such as Segmentation of Three-Dimensional Data of Brain Magnetic Resonance Angiography Based on Markov Random Field. After graduating from PLA's First Military Medical University,ZHOU Shoujun co-authored a paper, An Improved Real-Time Endovascular Guidewire Position Simulation Using Activity on Edge Network partly funded by Technical Product Research Project of PLA's Joint Logistic(s) Support Force numbered CLB18C050,with LIBO ZHANG, the Deputy Director and Chief Technician of PLA's General Hospital of Northern War Zone (a/k/a General Hospital of PLA’s Northern Theater Command), a part of PLA's Joint Logistic(s) Support Force(联勤保障部队), and a member of Expert Group of Science and Technology Committee of CCP’s Central Military Commission(中央军委科技委), in 2019. 





Hua Jian Wei Technology Co., Ltd. is a supplier of Border Defense Administration Bureau(边防管理局) of the Ministry of Public Security(MPS,中华人民共和国公安部) of PRC in emergency response and major service logistics support system.
 
Shanghai Youshu Intelligent Technology co., LTD. founded in April 2018 is a company   providing living space intelligent products and services, through the integration of the Internet of Things, cloud computing, big data and artificial intelligence(AI), with a project "Ceiling-mounted ductless fresh air and its intelligent control system", Angel round financing amount: RMB 5 million, focusing on intelligent networked control equipment, combining the Internet of Things, big data, and artificial intelligence, to achieve value in the field of intelligent manufacturing of high-end equipment in PRC. The founder and general manager of Shanghai Youshu Intelligent Technology co., LTD. is Li Jinchun (李锦春) with phone number 18001650850.

Zhang Zhonghua(张忠华), the chair and CEO of Zhejiang Feifan textile Co.,Ltd., is the Representative of 16th People's Congress of Tongxiang City (中华人民共和国浙江省桐乡市第十六届人大代表) ,and the 17th People's Congress of Tongxiang City (中华人民共和国浙江省桐乡市第十七届人大代表), PRC.

As revealed in 2019,  members of US-China Chamber of Commerce Silicon Valley (phone: 408-244-8883) included Huawei. Yuan Nansheng(袁南生), former PRC's Consul General in San Francisco, is an advisor to US-China Chamber of Commerce Silicon Valley. Yuan Nansheng claimed that Yuan Nansheng was appointed as the 11th PRC's Consul General in San Francisco on 5th April 2013, and called back to PRC on 13th November 2014 to become CCP's Secretary of China Foreign Affairs University. Yuan Nansheng is a member of CCP. Yuan Nansheng claimed that his effort contributed to Chinese Consolidated Benevolent Association(中华总会馆“Chinese General Chamber of Commerce”, CCBA) transforming from Pro-Taiwan to Pro-PRC in 2013 and influencing Taiwan through KMT.





China-Silicon Valley Association(美中硅谷协会,CSVA) or officially "China Silicon Valley Business Development" with a name similar to US-China Chamber of Commerce Silicon Valley in Chinese language is also a pro-CCP organisation. Saratoga Mayor Yan Zhao is advisor to CSVA.  Saratoga Mayor Yan Zhao, the advisor to China-Silicon Valley Association, had group dinner with PRC's Consul General Zhang Jianmin(张建民) at PRC's Consulate General in San Francisco on 12th May 2024 before her and others, a total of 12 US officials, went to PRC on 19th May 2024.





What is the job of Yue-Sai Kan?


Yue-Sai Kan was born in Guilin, Guangxi, China in 1946. She moved to the United States with her parents at the age of 17 and later graduated from the University of Hawaii.  Her TV program "Around the World" was broadcast on the Communist Party's Central Television(a/k/a China Central Television, CCTV, PRC's national CCTV, 中央电视台, CCP's CCTV, or other alias) in 1986, with cumulative viewership over 1 billion. In 2000, the Shanghai Municipal Government awarded Yue-Sai Kan the Magnolia Award for her outstanding contributions to Shanghai's economic construction and social development. In February 2001, after a six-month reader survey and online selection, Yue-Sai Kan was selected as one of the "20 Most Influential Women of the Century"  by the Global Magazine of Xinhua News Agency. In July 2001, Yue-Sai Kan was appointed as the "Child Ambassador" by the United Nations International Children's Education Fund, leading the United Nations' global "Say Yes for Children" signature campaign. In PRC, Yue-Sai Kan also received many honors. She was hired as an honorary consultant to many entities such as the National Tourism Administration of PRC, Sichuan Provincial Government, and Tianjin Municipal Government, and a visiting professor at many universities such as Tianjin University and Hebei University. 




In March 2023, the Second Council of Shanghai Jing'an Overseas Friendship Association appointed Yue-Sai Kan and others as the Honorary Presidents of the Third Hong Kong Association of Shanghai Jing'an Overseas Friendship Association. Huang Hong, Executive Deputy Director of the UFWD of the Shanghai Municipal Committee of CCP who also served as Executive Vice President of Shanghai Overseas Friendship Association, Yu Yong, Secretary of the Jing'an District Committee of CCP, and Gu Dingyun, Director of the UFWD of the Jing'an District Committee of CCP, attended the first meeting of the Second Council of Shanghai Jing'an Overseas Friendship Association. Gu Dingyun was appointed as the president of the second council who proposed to serve the overall interests of the center, unite people from all walks of life in Hong Kong, Macao, Taiwan and overseas to tell the Chinese story well, and continue to expand the scope and channels of friendship and exchanges.


Wang Zixi, Director of the Guilin Municipal Bureau of Culture, Radio, Film and Tourism and Secretary of the CCP Leadership Group therein, presented the "Guilin Cultural Communication Ambassador" certificate to Yue-Sai Kan on 5th July 2023 when Wang Zixi expressed the hope that with the help of Yue-Sai Kan's influence and the century-old platform of the China Institute in America, she could continue increasing the extensive propaganda over Guilin culture overseas and tell Guilin chapter of the "China story" of the new era, while Jin Yuxi revealed then that she was actively planning a new program to show the ever-changing China to the world in a way that current audiences like, from which it could be inferred that Yue-Sai Kan is still possibly acting as an agent of government of People's Republic of China, even just considering the fact that Yue-Sai Kan has been appointed as  "Guilin Cultural Communication Ambassador" by Guilin Municipal Bureau of Culture, Radio, Film and Tourism.
