Chapter 1 General Provisions
Article 1 In order to regulate Internet religious information services and protect citizens' freedom of religious belief, these Measures are formulated in accordance with the "Internet Security Law of the People's Republic of China", "Measures for the Administration of Internet Information Services", "Regulations on Religious Affairs" and other laws and regulations.
Article 2 These Measures shall apply to Internet religious information services within the territory of the People's Republic of China. The term "Internet religious information services" as mentioned in these Measures includes Internet religious information publishing services, reprinting services, dissemination platform services, and other services related to Internet religious information.
Article 3 When engaging in Internet religious information services, one shall abide by the Constitution, laws, regulations and rules, practice the core socialist values, adhere to the principle of independence and self-management of religions in our country, adhere to the direction of sinicizing religions in our country, and actively guide religions to adapt to socialist society , to maintain religious harmony, social harmony, and national harmony.
Article 4 The management of Internet religious information services adheres to the principles of protecting legality, preventing illegality, curbing extremism, resisting infiltration, and cracking down on crimes.
Article 5 Religious affairs departments shall supervise and manage Internet religious information services in accordance with the law, and network information departments, competent telecommunications departments, public security organs, and national security organs shall be responsible for relevant administrative management work within the scope of their respective responsibilities. The religious affairs department of the people's government at or above the provincial level shall establish a coordination mechanism for the management of Internet religious information services in conjunction with the network information department, the competent telecommunications department, the public security organ, and the national security organ.
Chapter II Internet Religious Information Service License
Article 6 Provide the public with religious teachings, canons, religious knowledge, and religious information in the form of text, pictures, audio and video, etc. through Internet sites, applications, forums, blogs, microblogs, public accounts, instant messaging tools, and webcasting. For information services such as cultural and religious activities, an Internet religious information service license shall be obtained, and the following conditions shall be met: (1) The applicant is a legal person organization or an unincorporated organization legally established within the territory of the People's Republic of China, and its legal representative or principal responsible for The person is a mainland resident with Chinese nationality; (2) There are information reviewers who are familiar with national religious policies and regulations and relevant religious knowledge; (3) There is a sound Internet religious information service management system; (4) There is a sound information security management system and safe and controllable technical safeguard measures; (5) There are places, facilities and funds that match the services; (6) The applicant and its legal representative or main person in charge have no criminal record or violation of state religious affairs in the past three years. Article 7 To engage in Internet religious information services, an application shall be made to the religious affairs department of the people's government of the province, autonomous region, or municipality directly under the Central Government where it is located, an application form for Internet religious information services shall be filled out, and the following materials shall be submitted: (1) Materials established or registered by the applicant according to law and the identity document of the legal representative or the main person in charge; (2) Religious information reviewers participate in education and training on religious policies and regulations and related religious knowledge, as well as a description of their ability to review; (3) Internet religious information service management system, information security Materials on management systems and technical safeguard measures; (4) Explanation on the places, facilities and funds used for Internet religious information services; (5) The applicant and its legal representative or principal have no criminal records or violations in the past three years A letter of commitment on the relevant provisions of the State Administration of Religious Affairs; (6) The columns, function settings and domain name registration related materials to be engaged in Internet religious information services. The format of the Internet Religious Information Service Application Form shall be formulated by the State Administration of Religious Affairs. Nationwide religious groups and their religious schools that provide Internet religious information services shall apply to the State Administration of Religious Affairs.
Article 8 The names used for Internet religious information services shall not use the names of religious groups, religious schools and religious activity sites, except for the same name as the applicant, and shall not contain content prohibited by laws and administrative regulations.
Article 9 The religious affairs department of the people's government at or above the provincial level shall make a decision of approval or disapproval within 20 days from the date of accepting the application. If an approval decision is made, the "Internet Religious Information Service License" shall be issued; if a disapproval decision is made, the applicant shall be notified in writing and the reasons shall be explained. The "Internet Religious Information Service License" is printed by the State Administration of Religious Affairs. After the applicant obtains the "Internet Religious Information Service License", it shall also go through relevant formalities in accordance with the relevant regulations of the state on the administration of Internet information services.
Article 10 When engaging in Internet religious information services, the number of the "Internet Religious Information Service License" shall be clearly displayed in a prominent position.
Article 11 After the applicant obtains the "Internet Religious Information Service License", if there is a major matter that affects the license conditions, it shall be reported to the original license-issuing authority for review and approval; other changes shall be filed with the original license-issuing authority.
Article 12 To terminate the Internet religious information service, it shall go through the cancellation formalities at the original issuing authority within 30 days from the date of termination.
Article 13 The "Internet Religious Information Service License" is valid for 3 years. Those who intend to continue to engage in Internet religious information services after the expiration of the validity period shall re-apply to the original certificate-issuing authority 30 days before the expiration of the validity period.
Chapter III Administration of Internet Religious Information Services

Article 17 Except for the situations stipulated in Articles 15 and 16 of these Measures, no organization or individual shall teach on the Internet, shall not conduct religious education and training, publish the content of sermons or sermons, or forward or link relevant content, Religious activities shall not be organized and carried out on the Internet, and religious ceremonies such as worshipping Buddha, burning incense, receiving ordination, chanting, worship, mass, and baptism shall not be broadcast live or recorded in the form of text, pictures, audio and video.
Article 18 No organization or individual may establish religious organizations, religious schools and religious activity sites, or develop believers on the Internet.
Article 19 No organization or individual may conduct fundraising in the name of religion on the Internet. Charitable organizations initiated and established by religious groups, religious schools, and religious activity sites to conduct charitable fundraising on the Internet shall comply with the relevant provisions of the Charity Law of the People's Republic of China.
Article 20 Those who provide Internet religious information dissemination platform services shall sign agreements with registered users of the platform to verify the real identity information of registered users.
Article 21: Internet information dissemination platforms that have not obtained an "Internet Religious Information Service License" shall strengthen the management of platform registered users, and shall not provide users with Internet religious information publishing services.
Article 22 When engaging in Internet religious information services and discovering information that violates the provisions of these Measures, they shall immediately stop transmitting the information, take disposal measures such as elimination, prevent the spread of information, keep relevant records, and report to the relevant competent authorities.
Article 23 Religious affairs departments shall strengthen the daily guidance, supervision, and inspection of Internet religious information services, establish Internet religious information service violation files, list of untrustworthy targets of joint punishment, and interview systems, and strengthen the supervision of Internet religious information service practitioners. Professional training, accept reports of illegally engaging in Internet religious information services, study and judge Internet religious information, and deal with illegal acts in accordance with the law in conjunction with the Internet Information Department, the competent telecommunications department, the public security agency, and the national security agency.
Article 24: The network information department shall strengthen the management of Internet information content, and deal with illegal Internet religious information in accordance with the law.
Article 25 The competent telecommunications department shall strengthen the supervision of the Internet industry, and cooperate in the disposal of illegally engaged in Internet religious information services in accordance with the law.
Article 26: Public security organs shall strengthen the security supervision and management of Internet information services in accordance with the law, and prevent and deal with illegal and criminal activities in Internet religious information services.
Article 27: State security organs shall, in accordance with the law, prevent and deal with foreign institutions, organizations, and individuals, as well as domestic institutions, organizations, and individuals colluding with foreign institutions, organizations, and individuals to conduct activities that endanger national security by using religion on the Internet.
Chapter IV Legal Liability
Article 28 Where an applicant conceals relevant information or provides false materials to apply for a license for Internet religious information services, the religious affairs department will not accept it or will not grant the license, and if the license has already been granted, the license shall be revoked in accordance with the law and a warning shall be given. Those who engage in Internet religious information services without authorization shall be ordered by the religious affairs department in conjunction with the competent telecommunications department to stop relevant service activities according to their duties.

Article 30 If a registered user of an Internet religious information dissemination platform violates the provisions of these Measures, the religious affairs department, together with the network information department and the public security organ, shall order the provider of the Internet religious information dissemination platform to take measures such as warning rectification, restricting functions, or even closing the account in accordance with the law. measure.

Article 32: State functionaries who abuse their powers, neglect their duties, or engage in malpractices for personal gain in the management of Internet religious information services shall be punished in accordance with the law.
Article 33 Anyone who violates the provisions of these Measures and constitutes a violation of public security management shall be punished by public security management according to law; if a crime is constituted, criminal responsibility shall be investigated according to law.
Chapter V Supplementary Provisions
Article 34 Those who have engaged in Internet religious information services before the implementation of these measures shall go through relevant formalities in accordance with the relevant provisions of these measures within 6 months from the date of implementation of these measures.
Article 35 The State Administration of Religious Affairs, the State Internet Information Office, the Ministry of Industry and Information Technology, the Ministry of Public Security and the Ministry of State Security are responsible for the interpretation of these measures.
Article 36 These Measures shall come into force on March 1, 2022.

第六条 党中央统揽伟大斗争、伟大工程、伟大事业、伟大梦想,统筹推进“五位一体”总体布局、协调推进“四个全面”战略布局,全面领导改革发展稳定、内政外交国防、治党治国治军等各领域各方面工作,对党和国家事业发展重大工作实行集中统一领导。
第七条 各级人大、政府、政协、监察机关、审判机关、检察机关,武装力量,各民主党派和无党派人士,人民团体,企事业单位,基层群众性自治组织,社会组织等,都必须自觉接受党中央领导。
第八条 全党各个组织和全体党员必须自觉服从党中央,向党中央看齐,坚决维护党中央权威和集中统一领导,自觉在思想上政治上行动上同党中央保持高度一致。
第三章 领导体制
第九条 中央委员会由党的全国代表大会选举产生,由委员和候补委员组成,每届任期五年。全国代表大会如提前或者延期举行,中央委员会的任期相应地改变。
中央委员会委员和候补委员的名额,由全国代表大会决定。中央委员会委员和候补委员必须有五年以上的党龄。人选应当集中各地区、各部门、各条战线、各个行业党的执政骨干和优秀代表,政治坚定、素质优良、分布均衡、结构合理,能够担负起治党治国治军、推进新时代中国特色社会主义事业的历史重任。
中央委员会委员出缺,由中央委员会候补委员按照得票多少依次递补。
第十条 中央政治局、中央政治局常务委员会和中央委员会总书记,由中央委员会全体会议选举。中央委员会总书记必须从中央政治局常务委员会委员中产生。
中央书记处是中央政治局和它的常务委员会的办事机构;成员由中央政治局常务委员会提名,中央委员会全体会议通过。
每届中央委员会产生的中央领导机构和中央领导人,在下届全国代表大会开会期间,继续主持党的经常工作,直到下届中央委员会产生新的中央领导机构和中央领导人为止。
第十一条 在党中央领导下,中央军事委员会履行党和国家的最高军事领导机关职责。中央军事委员会实行主席负责制。
第十二条 在党中央领导下,中央纪律检查委员会(国家监察委员会)履行党的最高纪律检查机关(国家最高监察机关)职责。
第十三条 党中央设立若干决策议事协调机构,在党中央领导下,负责相关重大工作的顶层设计、统筹协调、整体推进、督促落实。
党中央设立若干工作机关,在党中央领导下,主管或者办理中央相关工作。
党中央在全国人大常委会、国务院、全国政协、最高人民法院、最高人民检察院等设立党组,对党中央负责,贯彻执行党中央决策部署。
第四章 领导职权
第十四条 在党的全国代表大会闭会期间,中央委员会执行全国代表大会的决议,行使以下职权:
(一)召集全国代表大会,决定全国代表大会代表的名额和选举办法;讨论中央委员会向全国代表大会的报告、中央纪律检查委员会向全国代表大会的报告、党章修正案,并决定提请全国代表大会审查和审议。必要时决定召开党的全国代表会议,决定全国代表会议代表的名额和产生办法。
(二)选举产生中央领导机构和中央委员会总书记,通过中央书记处成员,决定中央军事委员会组成人员,批准中央纪律检查委员会全体会议选举产生的常务委员会和书记、副书记;增选、增补中央领导机构成员,增补中央书记处成员、中央军事委员会组成人员。
(三)听取和讨论中央政治局工作报告。
(四)讨论和决定关系党和国家事业发展全局的重大问题。
(五)讨论决定国家主席、副主席推荐人选,全国人大常委会、国务院、全国政协、中央军事委员会、国家监察委员会、最高人民法院、最高人民检察院领导人员推荐人选。
(六)决定递补中央委员会委员;决定或者追认给以中央委员会委员、候补委员撤销党内职务、留党察看或者开除党籍的处分。
(七)讨论和决定党治国理政、管党治党中其他重大问题和事项。
中央委员会全体会议闭会期间,中央委员会的职权由中央政治局和它的常务委员会行使。
第十五条 中央政治局贯彻执行全国代表大会和中央委员会的决议、决定,向中央委员会全体会议报告工作,接受监督,行使以下职权:
(一)召集并主持中央委员会全体会议,研究决定提请中央委员会全体会议审议的问题和事项。
(二)讨论和决定关系党和国家事业发展全局的重大问题和事项。
(三)中央委员会全体会议闭会期间,决定给以中央委员会委员、候补委员撤销党内职务、留党察看或者开除党籍的处分,待召开中央委员会全体会议时予以追认;决定开除严重触犯刑律的中央委员会委员、候补委员党籍。
(四)按照有关规定推荐、提名、任免干部;决定对有关党的领导干部的处理处分事项。
(五)研究决定其他应当由中央政治局决定的重大问题和事项。
第十六条 中央政治局常务委员会贯彻执行全国代表大会和中央委员会的决议、决定,组织实施中央政治局制定的方针政策,行使以下职权:
(一)处理党中央日常工作。
(二)研究讨论关系党和国家事业发展全局的重大问题和事项并提出意见,提交中央政治局审议。
(三)研究决定党和国家工作中的重大问题和事项。
(四)对重大突发性事件作出处置决定和工作部署。
(五)听取中央书记处工作报告和中央纪律检查委员会(国家监察委员会)、全国人大常委会党组、国务院党组、全国政协党组、最高人民法院党组、最高人民检察院党组等的工作汇报。
(六)按照有关规定推荐、提名、任免干部;决定对有关党的领导干部的处理处分事项。
(七)研究决定其他应当由中央政治局常务委员会决定的重大问题和事项。
第十七条 中央委员会总书记负责召集中央政治局会议和中央政治局常务委员会会议,并主持中央书记处的工作。
第十八条 中央书记处根据中央政治局、中央政治局常务委员会和中央委员会总书记的指示安排开展工作。
第五章 领导方式
第十九条 党中央深刻把握共产党执政规律、社会主义建设规律、人类社会发展规律,坚持和发展马克思主义思想方法和工作方法,适应新时代新要求,改进和完善领导方式,加强党的长期执政能力建设,提高党科学执政、民主执政、依法执政水平。
第二十条 党中央举旗定向、掌舵领航,指引党和国家事业的前进方向。加强政治引领,坚定不移走中国特色社会主义道路。加强思想引领,用习近平新时代中国特色社会主义思想武装全党、教育人民。加强风范引领,以强大真理力量和人格力量凝聚党心军心民心。
第二十一条 党中央总揽全局、协调各方,确保全党全军全国各族人民统一意志、统一行动、步调一致向前进。统揽各项工作,整体推进党和国家各方面事业。统揽各方力量,领导各级各类组织和广大党员、干部、群众一体行动。统揽国家治理,坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化。
第二十二条 党中央以高度的责任担当、强烈的忧患意识、无畏的革命精神,领导全党以伟大自我革命引领伟大社会革命,把新时代中国特色社会主义伟大事业不断推向前进。
第六章 决策部署
第二十三条 党中央按照集体领导、民主集中、个别酝酿、会议决定的原则,对党和国家工作的重大问题作出决策。根据需要,分别召开中央委员会全体会议、中央政治局会议、中央政治局常务委员会会议讨论决定。
党中央作出重大决策部署,必须深入调查研究,广泛听取各方面意见和建议,加强分析论证,凝聚智慧共识,做到科学决策、民主决策、依法决策。
第二十四条 中央委员会全体会议每年至少举行一次。会议议题由中央政治局在党内一定范围征询意见后确定。
中央委员会全体会议应当有半数以上中央委员会委员到会方可召开。中央委员会委员、候补委员因故不能参加会议的应当在会前请假,其意见可以用书面形式表达。根据需要,可以安排有关人员列席会议。
根据讨论和决定事项的不同,采用举手、无记名投票等方式进行表决,赞成票超过应到会委员半数的为通过。未到会委员的意见不计入票数。候补委员不参加表决。
对中央委员会委员、候补委员给以撤销党内职务、留党察看或者开除党籍的处分,必须由中央委员会全体会议三分之二以上的多数决定。在中央委员会全体会议闭会期间,可以先由中央政治局作出处理决定,待召开中央委员会全体会议时予以追认。
第二十五条 中央政治局会议一般定期召开,遇有重要情况可以随时召开。会议议题由中央委员会总书记确定。
中央政治局会议应当有半数以上中央政治局委员到会方可召开。根据需要,可以安排有关人员列席会议。

第二十七条 按照党中央决策部署和中央委员会总书记指示要求,中央书记处召开办公会议研究讨论有关事项。会议议题由中央委员会总书记确定。
第二十八条 党中央根据需要召开工作会议、专题会议等,分析形势,部署工作。
第二十九条 按照党中央决策部署和中央委员会总书记指示要求,党中央决策议事协调机构召开会议,研究决定、部署协调相关领域重大工作。会议议题由中央委员会总书记确定或者审定。
有关事项经党中央决策议事协调机构会议审议后,根据需要提请中央政治局常务委员会会议审议。
第三十条 党中央就党和国家重要方针政策、重大问题、重要人事安排等进行协商,听取各民主党派中央、全国工商联和无党派人士代表的意见和建议,通报重要情况,沟通思想、增进共识。
第七章 自身建设
第三十一条 中央委员会、中央政治局、中央政治局常务委员会的组成人员必须将“两个维护”作为根本政治要求,带头做到“两个维护”,确保党中央政令畅通、令行禁止,确保党中央决策部署落地见效。
第三十二条 中央委员会、中央政治局、中央政治局常务委员会的组成人员必须牢记自己是党的最高领导机关的一员,坚持组织原则和党性原则,严守政治纪律和政治规矩,按程序办事、按规则办事、按集体意志办事,坚决维护党的团结统一。
中央委员会、中央政治局、中央政治局常务委员会的组成人员应当自觉执行党章等党内法规,自觉贯彻党的群众路线,严格执行中央八项规定,坚决反对形式主义、官僚主义、享乐主义和奢靡之风,自觉同特权思想和特权现象作斗争,始终保持清正廉洁的政治本色。
中央政治局委员应当及时将工作中的重大决策、重大事项、重要情况向党中央请示报告。在执行过程中需要对党中央决策、决定和重大工作部署作出调整的,必须报党中央批准。
第三十三条 中央委员会、中央政治局、中央政治局常务委员会的组成人员应当带头发扬党内民主,认真执行党章等党内法规确定的民主原则和程序。中央政治局每年召开民主生活会。中央委员会委员、候补委员参加中央委员会全体会议,应当积极就党和国家工作发表意见、提出建议。
第八章 附则
第三十四条 本条例由中央办公厅负责解释。
第三十五条 本条例自发布之日起施行。

Chapter 1 General Provisions
Article 1 In order to strengthen
the work of the Party Central Committee, these Regulations are formulated in
accordance with the Constitution of the Communist Party of China.
Article 2 The highest leading
organ of the Party is the National Congress of the Party and its Central
Committee. When the National Congress is not in session, the Central Committee
leads all the work of the party and represents the Communist Party of China to
the outside world.
Article 3 The Central Committee
holds high the great banner of socialism with Chinese characteristics, and
takes the lead in strengthening the "Four Consciousness", strengthen
"Four Self-confidence", achieve "Two Maintenance", keep in
mind the original intention, keep in mind the mission, take the overall
situation, coordinate all parties, and unite and lead the whole party and the
whole army with a firm and correct political position and political direction
The people of all ethnic groups in the country have made unremitting efforts to
build a powerful modern socialist country in an all-round way and realize the
Chinese dream of the great rejuvenation of the Chinese nation.
Article 4 In carrying out its
work, the Central Committee shall firmly adhere to the following principles:
(1) Adhere to the Party's
leadership over all work and ensure the centralized and unified leadership of
the Party Central Committee.
(2) Adhere to and develop
socialism with Chinese characteristics, and fully implement the Party's basic
theory, basic line, and basic strategy.
(3) Adhere to emancipating the
mind, seeking truth from facts, advancing with the times, and seeking truth and
pragmatism.
(4) Adhere to serve the people
wholeheartedly, take the people as the center, govern for the people, and rely
on the people to govern.
(5) Adhere to democratic
centralism, fully develop inner-party democracy, implement correct and
effective centralization, and maintain the unity and unity of the party.
(6) Adhere to the strict
management of the party and the party, and always maintain the advanced nature
and purity of the party.
Chapter II Leadership
Article 5 The Central Committee,
the Political Bureau of the Central Committee, and the Standing Committee of
the Political Bureau of the Central Committee are the brains and centers of the
Party's organizational system. They set the direction, seek the overall
situation, formulate policies, and promote reform in advancing the cause of
socialism with Chinese characteristics. Only the Central Committee of the Party
has the right to make decisions and explanations on major policy issues
concerning the whole Party and the whole country.
The major decisions and
arrangements of the CPC Central Committee are the basis for the unified
thinking, will, and actions of the entire Party, the army, and the people of
all ethnic groups in the country.
Article 6 The CPC Central
Committee shall take over the great struggle, the great project, the great
cause, and the great dream, coordinate the promotion of the
"five-in-one" overall layout, coordinate the promotion of the
"four comprehensive" strategic layout, and comprehensively lead the
reform, development and stability, internal affairs, foreign affairs, national
defense, governance, etc. Party governance of the country and the military and
other fields and all aspects of work, and centralized and unified leadership
over major work in the development of the Party and the country.
Article 7 People's congresses at
all levels, governments, CPPCC, supervisory organs, judicial organs,
procuratorial organs, armed forces, democratic parties and persons without
party affiliation, people's organizations, enterprises and institutions, grass-roots
mass self-governing organizations, social organizations, etc., must Consciously
accept the leadership of the Party Central Committee.
Article 8 All Party organizations
and all Party members must consciously obey the Party Central Committee, keep
in line with the Party Central Committee, resolutely safeguard the Party
Central Committee's authority and centralized and unified leadership, and
consciously maintain a high degree of consistency with the Party Central
Committee in ideology, politics, and actions.
Chapter 3 Leadership System
Article 9 The Central Committee is
elected by the National Congress of the Party and consists of members and
alternate members for a term of five years. If the National Congress is held
earlier or later, the term of office of the Central Committee will be changed
accordingly.
The number of members and
alternate members of the Central Committee shall be decided by the National
Congress. The members and alternate members of the Central Committee must have
Party membership of more than five years. The candidates should focus on the
ruling backbone and outstanding representatives of the party from all regions,
departments, fronts, and industries, with firm politics, good quality, balanced
distribution, and reasonable structure, who can take on the responsibility of
running the party, the country, and the army, and promoting a society with
Chinese characteristics in the new era. the historical task of the cause of
ideology.
Vacancies of members of the
Central Committee shall be filled by alternate members of the Central Committee
according to the number of votes obtained.
Article 10 The Political Bureau of
the Central Committee, the Standing Committee of the Political Bureau of the
Central Committee and the General Secretary of the Central Committee shall be
elected by the plenary meeting of the Central Committee. The general secretary
of the Central Committee must be selected from among the members of the
Standing Committee of the Political Bureau of the Central Committee.
The Secretariat of the Central
Committee is the office of the Political Bureau of the Central Committee and
its Standing Committee; members are nominated by the Standing Committee of the
Political Bureau of the Central Committee and approved by the plenary meeting
of the Central Committee.
The central leadership bodies and
central leaders elected by each session of the Central Committee will continue
to preside over the regular work of the party during the next session of the
National Congress, until the new central leadership bodies and central leaders
are elected by the next session of the Central Committee.
Article 11 Under the leadership of
the Party Central Committee, the Central Military Commission shall perform the
duties of the highest military leading organ of the Party and the state. The
Central Military Commission implements the chairman responsibility system.
Article 12 Under the leadership of
the Party Central Committee, the Central Commission for Discipline Inspection
(the State Supervision Commission) shall perform the duties of the Party's
highest disciplinary inspection agency (the highest state supervision agency).
Article 13 The Party Central
Committee has established a number of decision-making, deliberation and
coordination bodies, which, under the leadership of the Party Central
Committee, are responsible for the top-level design, overall coordination,
overall promotion, and supervision of implementation of relevant major work.
The Party Central Committee has
set up a number of working organs, which, under the leadership of the Party
Central Committee, are in charge of or handle relevant work of the Central
Committee.
The CPC Central Committee has
established party groups in the Standing Committee of the National People's
Congress, the State Council, the National Committee of the Chinese People's
Political Consultative Conference, the Supreme People's Court, the Supreme
People's Procuratorate, etc., which are responsible to the CPC Central
Committee and implement the decisions and arrangements of the CPC Central
Committee.
Chapter 4 Leadership and Powers
Article 14 When the National
Congress of the Party is not in session, the Central Committee shall implement
the resolutions of the National Congress and exercise the following functions
and powers:
(1) To convene the National
Congress to decide the number of deputies to the National Congress and the
method of election; to discuss the report of the Central Committee to the
National Congress, the report of the Central Commission for Discipline Inspection
to the National Congress, and the amendment of the Party Constitution, and
decide to submit it to the National Congress review and deliberation. When
necessary, decide to convene the National Party Congress, and decide on the number
of delegates to the National Congress and the method of selection.
(2) To elect the Central Leading
Body and the General Secretary of the Central Committee, to decide the
composition of the Central Military Commission through the members of the Central
Secretariat, to approve the Standing Committee, secretary and deputy
secretaries elected by the plenary meeting of the Central Commission for
Discipline Inspection; to elect and supplement the Central Committee Members of
the leading body, supplementary members of the Secretariat of the Central
Committee and members of the Central Military Commission.
(3) Hearing and discussing the
work report of the Political Bureau of the CPC Central Committee.
(4) Discuss and decide on major
issues related to the overall development of the Party and the country.
(5) Discuss and decide on the
candidates recommended by the President and Vice-Chairman of the State, and the
candidates recommended by the leaders of the Standing Committee of the National
People's Congress, the State Council, the National Committee of the Chinese
People's Political Consultative Conference, the Central Military Commission,
the National Supervisory Commission, the Supreme People's Court, and the
Supreme People's Procuratorate.
(6) Deciding to replace members of
the Central Committee; deciding or ratifying the punishment of dismissing
members of the Central Committee or alternate members from party positions,
staying on party probation, or expelling party membership.
(7) Discuss and decide other major
issues and matters in the governance of the Party and the Party.
When the plenary session of the
Central Committee is not in session, the functions and powers of the Central
Committee are exercised by the Political Bureau of the Central Committee and
its Standing Committee.
Article 15 The Political Bureau of
the Central Committee implements the resolutions and decisions of the National
Congress and the Central Committee, reports its work to the plenary session of
the Central Committee, accepts supervision, and exercises the following
functions and powers:
(1) To convene and preside over
the plenary meeting of the Central Committee, study and decide on issues and
matters to be submitted to the plenary meeting of the Central Committee for
deliberation.
(2) Discuss and decide on major
issues and matters related to the overall development of the Party and the
country.
(3) During the period when the
plenary meeting of the Central Committee is not in session, it is decided to
impose sanctions on members and alternate members of the Central Committee,
such as dismissal from Party positions, Party probation, or expulsion from the
Party, which will be ratified when the plenary meeting of the Central Committee
is held; Committee member and alternate member party membership.
(4) Recommending, nominating,
appointing and removing cadres in accordance with relevant regulations;
deciding on the handling and punishment of relevant party leading cadres.
(5) To study and decide other
major issues and matters that should be decided by the Political Bureau of the
Central Committee.
Article 16 The Standing Committee
of the Political Bureau of the Central Committee implements the resolutions and
decisions of the National Congress and the Central Committee, organizes the
implementation of the principles and policies formulated by the Political
Bureau of the Central Committee, and exercises the following functions and
powers:
(1) Handle the daily work of the
Party Central Committee.
(2) To study and discuss major
issues and matters related to the overall development of the Party and the
country, and to put forward opinions and submit them to the Political Bureau of
the Central Committee for deliberation.
(3) To study and decide major
issues and matters in the work of the Party and the state.
(4) Making decisions and work
arrangements for major emergencies.
(5) To listen to the work report
of the Secretariat of the Central Committee and the work reports of the Central
Commission for Discipline Inspection (National Supervisory Commission), the
Party Group of the Standing Committee of the National People's Congress, the
Party Group of the State Council, the Party Group of the National Committee of
the Chinese People's Political Consultative Conference, the Party Group of the
Supreme People's Court, and the Party Group of the Supreme People's
Procuratorate.
(6) Recommending, nominating,
appointing and removing cadres in accordance with relevant regulations;
deciding on the handling and punishment of relevant party leading cadres.
(7) To study and decide other
major issues and matters that should be decided by the Standing Committee of
the Political Bureau of the Central Committee.
Article 17 The General Secretary
of the Central Committee is responsible for convening the meetings of the
Political Bureau of the Central Committee and the Standing Committee of the
Political Bureau of the Central Committee, and presides over the work of the
Secretariat of the Central Committee.
Article 18 The Secretariat of the
Central Committee conducts its work according to the instructions of the
Political Bureau of the Central Committee, the Standing Committee of the
Political Bureau of the Central Committee and the General Secretary of the
Central Committee.
Chapter 5 Leadership Styles
Article 19 The Party Central
Committee deeply grasps the rules of the Communist Party's governance,
socialist construction, and the development of human society, adheres to and
develops Marxist ideological methods and working methods, adapts to the new requirements
of the new era, improves and perfects leadership methods, and strengthens the
party's long-term governance Capacity building, and improve the Party's level
of scientific governance, democratic governance, and law-based governance.
Article 20 The Party Central
Committee raises the flag to orientate, steer the helm, and guide the direction
of the cause of the Party and the country. Strengthen political leadership and
unswervingly follow the path of socialism with Chinese characteristics.
Strengthen ideological guidance, arm the whole party and educate the people
with Xi Jinping's new era of socialism with Chinese characteristics. Strengthen
the guidance of demeanor, and unite the hearts and minds of the party, the
army, and the people with the strength of truth and personality.
Article 21 The Party Central
Committee takes the overall situation and coordinates all parties to ensure
that the entire Party, the army, and the people of all ethnic groups in the
country are united in their will, in action, and advancing in unison. Oversee
all work and promote the cause of the party and the country as a whole. Take
all forces and lead organizations at all levels and the majority of party
members, cadres, and the masses to act as one. Take charge of national
governance, uphold and improve the socialist system with Chinese
characteristics, and promote the modernization of the national governance
system and governance capacity.
Article 22 The Party Central
Committee, with a high degree of responsibility, a strong sense of urgency, and
a fearless revolutionary spirit, leads the entire Party to lead the great
social revolution with great self-revolution, and continuously push forward the
great cause of socialism with Chinese characteristics in the new era.
Chapter 6 Decision-making and
Deployment
Article 23 The Party Central
Committee shall make decisions on major issues of Party and state work in
accordance with the principles of collective leadership, democratic centralism,
individual deliberation, and meeting decisions. According to needs, hold a
plenary meeting of the Central Committee, a meeting of the Political Bureau of
the Central Committee, and a meeting of the Standing Committee of the Political
Bureau of the Central Committee to discuss and decide.
When the Party Central Committee
makes major decisions and deployments, it must conduct in-depth investigation
and research, extensively listen to opinions and suggestions from all quarters,
strengthen analysis and demonstration, gather wisdom and consensus, and achieve
scientific, democratic, and law-based decision-making.
Article 24 The plenary meeting of
the Central Committee shall be held at least once a year. The topics of the
meeting are determined by the Political Bureau of the Central Committee after
consultation within a certain range of the party.
A plenary meeting of the Central
Committee shall be convened only when more than half of the members of the
Central Committee are present. Members and alternate members of the Central
Committee who are unable to attend the meeting for any reason shall ask for
leave before the meeting, and their opinions may be expressed in writing.
According to needs, relevant personnel can be arranged to attend the meeting as
non-voting delegates.
Depending on the matters discussed
and decided, voting will be done by show of hands, secret ballot, etc., and the
approval will be approved if the affirmative votes exceed half of the members
who should be present at the meeting. The opinions of members who did not
attend the meeting will not be counted in the votes. Alternate members do not
vote.
Sanctions of dismissal from party
positions, party probation or expulsion from party membership for members and
alternate members of the Central Committee must be decided by a majority of

decisions and arrangements of the Party Central Committee and the instructions
and requirements of the General Secretary of the Central Committee, the

General Secretary of the Central Committee.
Article 28 The Party Central
Committee convenes work meetings, special meetings, etc. as needed to analyze
the situation and deploy work.
Article 29 In accordance with the
decision-making arrangements of the Party Central Committee and the
instructions of the General Secretary of the Central Committee, the
decision-making, deliberation and coordination body of the Party Central
Committee shall hold a meeting to study, decide, deploy and coordinate major
work in related fields. The agenda of the meeting shall be determined or
approved by the general secretary of the Central Committee.
After the relevant matters have
been reviewed at the meeting of the decision-making, deliberation and
coordination body of the Party Central Committee, they will be submitted to the
meeting of the Standing Committee of the Political Bureau of the Central
Committee for deliberation as needed.
Article 30 The Party Central
Committee conducts consultations on important Party and state policies, major
issues, and important personnel arrangements, listens to the opinions and
suggestions of the Central Committees of all democratic parties, the All-China
Federation of Industry and Commerce and representatives of people without party
affiliation, reports important situations, communicates ideas, Improve

Central Committee, the Political Bureau of the Central Committee, and the

Article 32 The members of the

in mind that they are members of the party's highest leading organ, adhere to

The members of the Central

Article 33 The members of the
Central Committee, the Political Bureau of the Central Committee, and the

the lead in promoting intra-Party democracy, and earnestly implement the
democratic principles and procedures determined by the Party Constitution and
other intra-Party regulations. The Political Bureau of the Central Committee
holds a democratic life meeting every year. Members and alternate members of
the Central Committee participate in plenary meetings of the Central Committee
and shall actively express their opinions and make suggestions on the work of
the Party and the state.
Chapter VIII Supplementary
Provisions
Article 34 The General Office of
the Central Committee is responsible for the interpretation of these
Regulations.
Article 35 These Regulations shall
come into force on the date of promulgation.
