Sally Fan(范晓莉) is the CEO of Astraea Capital LLC, a litigation investment management company, is the President of the Fan Zhongyan Foundation, and is the Vice Chair of Oxford & Cambridge Alumni Network, Board Member of Ford Chinese Association of Ford Motor Company and Vice-Chair of Oxford Business Alumni Advisory Council. Sally Fan previously worked at Deutsche Bank in New York on the buy-side of private equity, real estate and other alternative asset investment and risk management, and at Ford Motor Company in Michigan on international business development, corporate strategy and engineering. She also worked in the Ministry of Aeronautics and Space of the People's Republic of China (PRC). 


What makes Sally Fan serving at Deutsche Bank and Ford Motor Company a matter is that Sally Fan received her Bachelor Degree with major of missiles from National University of Defense Technology(NUDT) of the People's Liberation Army of China(PLA) controlled by Chinese Communist Party (CCP) and her work performance at Deutsche Bank and at Ford Motor Company.
In 2015, Sally Fan went back to NUDT of PLA.

Part One. Work Performed at Ford Motor Company

After coming to Ford, Sally Fan started from scratch, seizing every opportunity to learn the language, learn how international companies operate, and actively integrate into the circle of American colleagues. She was soon noticed and recognized by Ford's senior management, and became a seed candidate that Ford deliberately cultivated as a senior executive. During this period, Sally Fan worked in Ford's vice president's office, North American strategic planning office, Asia-Pacific China Department, engineering technology and other departments, where no Chinese had ever worked. Sally Fan was able to participate in Ford's top executive meetings and formulate Ford's strategic plans for the next ten to twenty years and beyond.
Sally Fan became one of the earliest employees sent by Ford to China. She frequently traveled between China and the United States to explore and expand the Chinese market and set up joint ventures in China. As an irreplaceable member, Sally Fan participated in the establishment of a Ford auto parts joint venture in Shanghai, China, which successfully increased its revenue eightfold in just a few years.
Sally Fan was also the primary contact person for the Ford China joint venture in the United States, and was responsible for receiving delegations from the central and local governments of PRC who came to Ford and the United States for observation. As a mentor for PRC trainees who come to Ford's US headquarters for training, Sally Fan took care of these PRC Ford employees in every aspect, from work to life. More importantly, Sally Fan's efforts had helped the newly emerging and rapidly developing PRC automobile industry introduce a large number of extremely valuable technologies and equipment, and many of the professionals she trained have become the backbone of the PRC automobile industry.
Jiangling Motors Corporation, Ltd. may be the Ford joint venture company in PRC taken care of by Sally Fan. On 12th November 1998, Jiangling Motors Corporation, Ltd(JMC). became a joint venture between Ford and Jiangling Motors Company (Group). At the end of 2022, it was a joint venture between Ford, Chongqing Changan Automobile Company Limited, a subsidiary of China South Industries Group Corporation Limited, and Jiangling Motors Company (Group). Jiangling Motors Corporation, Ltd. received a letter of appreciation from the PLA's Beijing Garrison Support Department.  The balances of trading receivables of Jiangling Motors Corporation, Ltd as of 31st December 2009 due from Scientific Research and Procurement Department of the General Armament Department of the PLA(中国人民解放军总装备部科研订购部), and as of 30th June 2010 due from Equipment Department of the Chinese People's Armed Police Force Headquarters(中国人民武装警察部队司令部装备部), were RMB 4,239,200 which occured in 2009 and RMB 41,697,300 which occured between 1st July 2009 and 30th June 2010, respectively. Jiangling Motors Corporation, Ltd disclosed such information in its 2009 annual report and 2010 semi-annual report of Chinese version, but omitted such significant information in 2009 annual report and 2010 semi-annual report of English version.    

The flagship pickup truck launched by Jiangling Motors Corporation, Ltd., Yuhu, was officially shortlisted in the procurement catalog of the General Armament Department of the PLA in 2012, and a supply contract was signed during the 12th Five-Year Plan period. An industry insider who participated in the bidding for military procurement projects revealed that the ISO9000 product quality certification system is a relatively well-known product quality certification standard in the manufacturing industry, and the PLA's military procurement has a more stringent "military procurement standard" based on the ISO9000 certification standard. Yuhu passed the professional military equipment procurement evaluation system at the beginning of its launch. In terms of power, Yuhu is equipped with Ford's trump power-PUMA2.4L TDCI diesel engine, which outputs a peak torque of 290.NM at 1600 rpm. It has an obvious advantage of low-speed high torque and an explosive feeling of instant start, which is enough to meet the power requirements under special conditions. In terms of safety, Yuhu perfectly absorbs the core connotation of Ford's "safety and reliability" in the United States, and the concept of safety design is reflected in many aspects. All models of Yuhu are equipped with dual airbags, ABS8.0+ESP and other configurations as standard; 45% of the key parts of the vehicle are also made of high-strength steel plates; the roof quality is 1.5 times the Ford top pressure test standard, far ahead of the same level of vehicles. In addition, Yuhu was developed and designed with reference to Ford's international quality management system in the United States. It has undergone 2 million kilometers of localization verification before leaving the factory, and more than 20 verifications exceed national standards to ensure that it can be used in various harsh environments and road conditions. It had been exported by PRC to Africa for potential military use. Yuhu vehicles are also used by the Chinese Communist Party's police and military in Xinjiang, where genocide, crimes against humanity, forced labor and even live organ harvesting have occurred.






Part Two. Work Performed at Deutsche Bank

After graduating from University of Oxford in the UK, Sally Fan came to the United States and worked in the highest-level banking investment committee of Deutsche Bank on Wall Street in New York. She was responsible for reviewing and approving all alternative investment projects of Deutsche Bank, including private equity, real estate, infrastructure projects, and some hedge funds, etc.; she also supervised Deutsche Bank's approximately US$30 billion in invested alternative assets. Sally Fan was also the writer of Deutsche Bank's private equity investment guidelines and real estate investment guidelines.
Sally Fan participated in the review and approval of almost all alternative investment projects related to PRC, and made extraordinary contributions to PRC companies being recognized by the international investment community, being injected with Wall Street capital, introducing the world's top capital operation and management models to PRC companies, and PRC companies's listing on Wall Street. Sally Fan's efforts saved some PRC companies on the brink of crisis and contributed to the huge value increase of the invested PRC companies, including "company A". 
It is claimed that Company A had already started real estate construction in first-tier and second-tier cities across PRC at that time. However, when its investment request report came to Sally Fan's office, the company had a high debt ratio and its capital chain was almost broken because of its long-term battle line and too many projects. If there were no timely injection of funds, such a project may usually stop and become an unfinished project; such a company may also face the risk of collapse.Sally Fan, who graduated from the NUDT of PLA, finally made up her mind to push for investment in Company A after reviewing the detailed introduction of the president of Company A submitted by the ground team. Then she wrote a letter of recommendation to Deutsche Bank's investment committee strongly recommending investment in this real estate company, and convinced the members of the investment committee one by one, and finally facilitated Deutsche Bank's huge investment in this company. This investment, like a sweet rain after a long drought, injected new vitality into Company A, enabling it to flourish and become one of the largest real estate companies in PRC. Its president also became one of the richest men in PRC.

In 2014, Ren Huaican (任怀灿),from NorthStar(诺仕达集团) doing "Real estate、Restaurants、Manufacture" , entered the "Hurun China Rich List" with a net worth of US$ 330,000,000 or RMB(the currency used in PRC) 2,000,000,000, on the page 61 ranking 1156th in PRC.
Ren Huaican is a member of CCP, served as the captain of the film team of the 901st Unit of the PLA(中国人民解放军901部队) from 1969 to 1973, had served as the chairman of the NorthStar since 1995 and had served as the secretary of CCP Committee of the NorthStar since 2002. Ren Huaican's signature is as follows, which could be used to match signature on the contract of loan or investment of Deutsche Bank.


In 2011, NorthStar was authorized by McDonald's (China) to become the first franchisee in PRC. Yunnan Dianmei Catering Co., Ltd.(云南滇美餐饮有限公司), in which Ren Jianmei(任剑媚), daughter of Ren Huaican, indirectly held 94% of the shares, was responsible for McDonald's business development and brand operations in Yunnan. 
On 2nd September 2016, the Guizhou and Yunnan delegation of the "Family China·Overseas Chinese Media Tour" organized by the All-China Federation of Returned Overseas Chinese flew from Guizhou to Kunming, Yunnan, and visited the Ancient Dian Tourism City developed and constructed by NorthStar Group (昆明诺仕达企业(集团)有限公司) for propaganda on so-called Chinese culture. Ms. He Xianghong(和向红), Party Group Secretary of CCP for the Yunnan Provincial Federation of Returned Overseas Chinese(中共云南省归国华侨联合会党组书记), hosted a banquet to warmly entertain these overseas Chinese media employees. The Yunnan Provincial Federation of Returned Overseas Chinese(YPFROC) is a provincial organization under the leadership of the Yunnan Provincial Committee of the CCP(中共云南省委), composed of returned overseas Chinese and their families.
According to the document "Notice on Issuing the Implementation Plan for the Reform of the Yunnan Provincial Federation of Returned Overseas Chinese" (Yun Ting Zi [2016] No. 43),"《关于印发<云南省侨联改革实施方案的通知》(云厅字〔2016〕43号)", issued by the General Office of the Yunnan Provincial Party Committee of CCP, the functions and responsibilities of the YPFROC include but are not limited to:
  1. Actively cooperate with local governments to attract and utilize overseas Chinese capital and wisdom, and introduce overseas funds, advanced technology and management experience.
  2. Make full use of overseas connections to provide good services for domestic enterprises to go global, help understand the foreign investment environment, establish international business networks, and carry out international operations.
