This investigation does not seek to determine corporate control based solely on legal share ownership. Consistent with internationally recognized approaches to assessing control, including the principles reflected in U.S. GAAP and IFRS 10, evaluating control requires consideration of the totality of relevant facts and circumstances. Accordingly, this investigation compiles publicly available primary-source evidence concerning governance arrangements, Party organizational structures, board composition, institutional relationships, and other relevant circumstances.
Among the principal findings:
- Chairman and Party Secretary: Lenovo Holdings publicly discloses that its Chairman, Ning Min, simultaneously serves as the company's CCP Party Secretary.
- CEO and Deputy Party Secretary: The company also discloses that Chief Executive Officer Yu Hao concurrently serves as Deputy Party Secretary.
- Supervisory Board Leadership: Public corporate disclosures identify Gao Qiang as Chairman of Lenovo Holdings' Supervisory Board while simultaneously serving as Deputy Secretary of the company's CCP Party Committee, Chairman of its Labor Union, and Dean of the Lenovo Holdings Management Institute.
- CAS Holdings Representation: The 2025 bond prospectus of CAS Holdings discloses that Yang Hongmei, a Standing Committee member of the CAS Holdings CCP Party Committee, and Chen Jing, Deputy Party Secretary of CAS Holdings, both concurrently serve as directors of Lenovo Holdings.

- Chinese Academy of Sciences: A 2019 publication issued by the Chinese Academy of Sciences documents an official Party exchange during which Lenovo Holdings' Deputy Party Secretary presented the company's approach to integrating Party-building with business operations.
- Xinhua News Agency Cooperation: In 2025, Lenovo Group announced a strategic cooperation agreement with the Xinhua News Agency News Information Center covering artificial intelligence applications, joint product development, integration of Xinhua news services into Lenovo devices, and AI solutions for Party and government organizations.

Taken individually, none of these public disclosures establishes the nature or extent of control exercised by any institution over Lenovo Holdings. Collectively, however, they provide a broader factual record regarding the company's governance structure, Party organization, institutional relationships, and participation in national strategic initiatives than is typically reflected in English-language reporting.
