Most people expect local assembly representatives to be academics, or business executives,or other civilians.
Public records show that one representative, Wang Weimin(王维民), followed a very different path. Before serving in the Beijing Municipal Assembly, he spent decades in the PLA’s chemical defense forces, rising from platoon leader to deputy commander of a chemical defense regiment before taking command of a district People’s Armed Forces Department responsible for military mobilization and reserve forces.
Wang Weimin (born January 1970) serves as a representative in the Beijing Municipal Assembly and is a career PLA officer whose military service was rooted in the PLA’s chemical defense forces.
His career included assignments as platoon leader, company commander, battalion commander, and eventually Deputy Commander of PLA Chemical Defense Regiment No. 1, before becoming Director of the Miyun County and later Miyun District People’s Armed Forces Department.
Public reporting offers insight into the type of unit where Wang spent much of his career.
In 2016, Chinese state media reported that a Beijing Reserve Chemical Defense Regiment conducted training with live chemical agents instead of simulated substances to strengthen troops’ combat readiness and psychological resilience. According to the report, commanders deliberately replaced simulated agents with real toxic agents to expose reservists to realistic battlefield conditions. The exercise was designed to improve their ability to respond to chemical warfare and emergency incidents under actual toxic environments.
Although the report does not identify Wang Weimin by name, his publicly documented career shows that he spent years commanding and serving in Beijing’s PLA chemical defense forces before assuming district-level military leadership.
He was later appointed Director of the Miyun County Armed Forces Department, and subsequently Director of the Miyun District Armed Forces Department following Beijing’s administrative reorganization.
His career illustrates another pathway into the Beijing Municipal Assembly: senior PLA officers responsible for chemical defense, reserve force organization, military mobilization, and local defense administration.
Rather than being drawn solely from combat units or military research institutes, the PLA representatives in the Beijing Municipal Assembly also include officers whose careers have been built in specialized military organizations responsible for chemical defense and mobilization.
