本报讯湖南省政协近日举办首次圆桌对话会,围绕“国际经贸情势与应对”主题,邀请湖南发展海外顾问团成员和省政协委员、专家学者、企业家代表一起面对面交流讨论,为湖南更好地开放发展建言献策。副省长何报翔率相关省直部门负责人与会并就有关情况作介绍。
2017年10月,湖南省政协成立了首届湖南发展海外顾问团,11位海外高端人才受聘“入团”。顾问团成员可列席每年湖南省政协全会,受邀参与湖南省委、省政府、省政协的重大活动,在湘开展专题调研等。此次省政协召开的圆桌对话会,是省政协第一次召开的圆桌对话会议,也是湖南发展海外顾问团自成立以来,第一次组织回湘履职,备受社会各界关注。
“这次圆桌会议,不讲客套话。发言要掐头去尾,省略问候语,直奔主题,只谈观点、讲建议。”会议伊始,省政协主席李微微首先“约法三章”,令与会人员倍感亲切,随后大家纷纷畅所欲言,各抒己见。
“很感谢给我一个机会,能回来为家乡做一些事情。”近乡情怯,海外顾问团成员傅晓岚是长沙人,在发言中一度哽咽。她建议,积极参与和利用“一带一路”机遇,放眼中欧甚至拉美市场,打出一套包括经贸、投资、科技、人文等方面的组合拳,推动市场多元化,让更多的开放发展惠及民生百万家。
顾问欧阳飞鹏认为,湖南要进一步开放,步子再大一点,只有开放才能产生改革、产生崛起;要通过开放的政策环境,重点扶持几家大型企业,发挥对湖南经济和产业的带动效应。值得一提的是,为了开好这次会议,欧阳飞鹏通过多种方式增进对湖南的了解,会前还专门利用一个多月时间写了一份2万字的调研报告,为湖南发展献计献策。
顾问团中从事文化领域的成员陈平,了解到长沙高新区、经开区内自主创新企业越来越多,建议加强对文化创意产业的扶持。“园区要平衡发展、协调发展,引进大量人才后,既要积极地让更多自主性的创业产业落地生根,同时还要注重文化设施、娱乐设施等精神层面的建设。”
针对当前复杂的国际经贸形势,与会人员还提出要大力推进创新驱动实现产业升级,助推经济发展向内需驱动转型;进一步推动高水平、全方位的改革开放,积极开展有益的对外合作;充分利用和发挥湖湘文化和湖南媒体的影响力,为湖南走出去讲好“湖南故事”等意见建议。
何报翔表示,省直相关部门将认真梳理和研究采纳落实大家的意见建议,并强调要进一步充满信心,保持对外开放的定力,增强开放发展的引力,培养开放的动力以及提升开放发展的能力,继续推进“放管服”改革,优化投资环境,引进企业、人才、技术、产业发展,坚定不移地推进改革开放,形成全面开放新格局。
“要多搭建对话协商的平台,聚焦经济社会发展的重大问题和民生关切的重要问题,通过协商增进共识,推动党委、政府各项工作的开展。”李微微表示,希望大家多对外宣传推介湖南,借助政协云等平台为湖南发展建言献策,继续为湖南走出去牵线搭桥、贡献力量,让湖南真正能够通过扩大开放,实现新的崛起和腾飞。(刘洋杨荧)”

“拿出最亮眼的东西,让世界记住湖南”
——访省政协湖南发展海外顾问团成员、牛津大学社会科学领域首位大陆华人终身教授、牛津大学技术管理发展中心创始主任傅晓岚

“很感谢给我一个机会,能回来为家乡做一些事情。”9月4日至6日,湖南省政协第一届“湖南发展海外顾问团”成员首次回湘履职。海外顾问团成员、牛津大学社会科学领域首位大陆华人终身教授、牛津大学技术管理发展中心创始主任傅晓岚,先后参加了“国际经贸情势与应对”圆桌对话会和“新动力、新动能与湖南高质量发展”高峰论坛。
傅晓岚是湖南长沙人,作为老乡,会后她欣然接受了湖南日报记者专访。
面对当前复杂多变的国际经贸形势,傅晓岚从快速变化的技术创新和世界经济的角度,分析了湖南的机遇与挑战。
优势产业亮出来,湘企大步“走出去”
“依托优势产业,拿出最亮眼的东西,让世界看见湖南,记住湖南。” 作为联合国可持续发展技术促进机制十人顾问小组成员中唯一的学界代表,傅晓岚的研究领域包括创新、技术与发展、贸易、对外直接投资和中国经济发展、新兴经济体、美国与欧洲的创新和生产率等。
傅晓岚认为,在目前复杂多变的国际经贸形势下,湖南要实现创新引领开放崛起,应开放区域创新体系,与世界先进水平对标,同时牢牢依托超级计算机、超级杂交水稻、人工智能、冶金、文化等湖南优势产业,大力打造、推广,形成合力,进一步抢占相关领域的高地。
事实上,高质量发展,湖南有基础、有优势、有作为。湖南曾经制造出中国第一台航空发动机、第一台电力机车、第一块硬质合金,杂交水稻为我国粮食安全乃至世界粮食生产作出了重大贡献。 如今,湖南还培育发展了工程机械、电子信息、轨道交通等一批先进制造业产业集群,形成了产业优势、技术优势、品牌优势、人才优势。
“建议利用‘一带一路’机遇,打出经贸、投资、科技、人文的组合拳,推动市场多元化,放眼中欧甚至拉美市场。” 在傅晓岚看来, 在此背景下,湘企“走出去”是一个不错的选项, 但“走出去”,并非一帆风顺,可能会遭遇如地域差异、文化差异、语言差异等诸多挑战。因此,湘企在走出去时,应做好心理准备,并根据企业和行业的不同特点,选择适合自己企业战略目标的方式稳步前行。
加强高校间国际合作,促进创新成果转化
“湖南要推进高水平的对外开放,可以从有益的对外合作开始。高校间进行国际性的研发合作正是一个好的载体。”
那湖南的高校有哪些优势?
傅晓岚认为像国防科大、湖南大学、中南大学等高等学府,在超级计算机,冶金等领域具有国际一流水平。在这些领域,湖南的高校可以通过国际合作的方式,来保持自己的优势,同时推动世界技术前沿的拓展。这种国际合作是共创造,共有共享知识产权的。
与此同时,这种高校资源对希望“走出去”的湘企而言,也是一种巨大的天然优势。高校和科研机构的科技成果向产业的转化同样重要。对此,傅晓岚建议,湖南高校应该和企业紧密结合,促进创新成果转化,地方政府也应给予相应的政策支持。

Professor Xiaolan Fu recently testified to the US-China Economic and Security Review Commission, a body established by the US Congress, on the impact of China's five-year plans on strategic industries
Professor Fu's testimony spanned a wide range of issues, from describing the Chinese government's technology and innovation policy, to different firms' efforts to upgrade their knowledge capabilities and the impact of China's five-year plans on innovation.
She noted that the 12th and 13th Five Year Plans will together have a significant impact on innovation in China, especially on the development of strategic industries identified in the plans.
She also testified on the impact China's industrial transformation would have on the American economy, noting that it will not be long before China catches up with the US in innovation capacity. While US businesses might face increased competition, they will also benefit from the expanded pool of global knowledge as China rapidly increases its investment in R&D
"US businesses should be confident about the dynamism and competitiveness of the US innovation system and the US economy", she said. At the same time, "the US should collaborate more with China on innovation. [...] The collaborations between the US and China on innovation policy need not be limited to collaborative research; the collaboration can expand to wider areas along the innovation chain and in the innovation system".
With regard to Chinese firms' "go out" strategy, Professor Fu noted that this appeared to be driven largely by firms' own strategic choices rather than a political decision by the government. However, the number of objections received by Chinese MNEs was greater than the objections to MNEs from other major emerging economies. Some discrimination might exist against Chinese MNEs, she said, especially Chinese SOE MNEs and Chinese MNEs in the high-technology sector.”

Xiaolan Fu is Director of the Technology and Management for Development Centre (TMD), Professor of Technology and International Development and Fellow of Green Templeton College. She is also project leader or co-leader on several EPSRC and ESRC funded projects, including a £500,000 ESRC/DFID-funded project on The Diffusion of Innovation in Low-Income Countries.
Her research interests include innovation, technology and industrialisation; trade, foreign direct investment and economic development; emerging Asian economies; innovation and productivity in UK/US. Her recent books include China’s Role in Global Economic Recovery (Routledge, 2011), The Rise of Technological Power in the South (Palgrave, 2010), and Exports, Foreign Direct Investment and Economic Development in China (Palgrave, 2004) and she serves on the Editorial Boards of Oxford Development Studies, Journal of Chinese Economic and Business Studies and three other international journals.
