Chinese Communist Army concurrently serves as legislators in Wuchang District, Wuhan in China

Several PLA officers have served as deputies to the Wuchang District Assembly in Wuhan, while simultaneously holding positions within the PLA.

Fang Honggang, Political Department Director of the PLA 32nd Pontoon Bridge Brigade of the Engineer Corps — also identified in public sources as Political Department Director of PLA Unit 75310 — was previously a deputy to the 15th Wuchang District Assembly, before November 21, 2018.

Yan Guidong, Director of the Second Procuratorial Division of the PLA Wuhan Military Procuratorate, was previously a deputy to the 16th Wuchang District Assembly, elected through the PLA system, before December 1, 2023.

The same pattern appears with Huang Meijiao, a Senior Colonel and Political Commissar of the PLA Naval Equipment Department Military Representative Office in Wuhan, and Cheng Jinyi, Political Department Director of the PLA 32nd Pontoon Bridge Brigade (PLA Unit 75310). Both were previously deputies to the 16th Wuchang District Assembly, elected by the PLA, before September 27, 2024.

On September 20, 2022, Wuchang District Assembly deputies visited the Huazhong Xiaoguishan Financial and Cultural Park in Ziyang Subdistrict as part of a representative activity focused on integrating the area into regional financial development and stimulating local financial activity. Huang Meijiao, a Senior Colonel and Political Commissar of the PLA Naval Equipment Department Military Representative Office in Wuhan and a deputy to the Wuchang District Assembly, called for closer integration between the military and the local economy. He said the military representative office had actively participated in local development and suggested using the park’s financial platform to jointly develop military-civilian integrated financial and industrial capital, stimulate the local economy, create jobs, and deepen military-civilian ties. On July 31, 2026, Huang Meijiao has become Political Commissar of Military Representative Office in Shanghai of PLA Naval Equipment Department.

These records provide specific examples of serving PLA personnel holding seats in a local assembly in Wuchang District exercising function of members of parliament, rather than merely retired military personnel or veterans participating in local political institutions.

The institutional context is also significant. A report on changes in the composition of the 15th Wuchang District Assembly, submitted by the Assembly’s Credentials Review Committee on November 29, 2019, records that three deputy seats in the 15th Assembly had been allocated to the PLA during the 2016 election.

On September 28, 2021, the 39th meeting of the Standing Committee of the 15th Wuchang District Assembly approved the allocation of six deputy seats to the PLA troops stationed in Wuchang for the 16th Wuchang District Assembly.

The allocation therefore increased from three PLA seats in the 15th Assembly to six seats in the 16th Assembly by 100%. Against this institutional background, the identities and activities of PLA personnel serving as Wuchang District Assembly deputies provide a concrete basis for examining the military’s representation within the district’s local representative system.

The PLA’s representation in the Wuchang District Assembly was organized through a separate military electoral mechanism. On September 27th, 2019, the Standing Committee of the 15th Wuchang District Assembly formally adjusted the chair and deputy chair of the Election Committee of the PLA Wuchang District Armed Forces Department, citing both Communist China’s Election Law and the PLA-specific law governing the election of deputies to people’s congresses at and above the county level.

This provides an important institutional context for the PLA-elected deputies discussed below: their representation was not simply the result of ordinary residential elections, but was organized through a military electoral structure recognized by the local Assembly’s Standing Committee.

2022年9月20日上午，武昌区紫阳街道组织武汉市武昌区人大代表走访调研华中小龟山金融文化公园，开展以“融入区域金融发展 激发辖区金融活力”为主题的代表活动，武昌区人大代表黄美交发言建议“金融产业符合社会和城市的发展进程，海装驻武汉地区军事代表局一直积极融入地方发展，希望今后有机会借助园区的金融平台，合力打造军民融合的金融资本、产业资本，拉动辖区经济，增加就业率，深化军民鱼水情。”

武昌区第十五届人大常委会代表资格审查委员会在2019年11月29日在武汉市武昌区第十五届人大常委会第二十五次会议上所做的《关于武昌区第十五届人大代表异动情况的报告》显示2016年11月换届选举时，分配给中国人民解放军的武昌区第十五届人大代表名额是3名。

2021年9月28日武汉市武昌区第十五届人大常委会第三十九次会议通过武昌区第十六届人大的中国人民解放军驻武昌军队的代表名额为6名。

2019年9月27日武汉市武昌区第十五届人大常委会第二十三次会议根据《中华人民共和国全国人民代表大会和地方各级人民代表大会选举法》《中国人民解放军选举全国人民代表大会和县级以上地方各级人民代表大会代表的办法》的有关规定通过决定调整中国人民解放军武汉市武昌区人民武装部选举委员会主任、副主任。选举委员会主任李勇、副主任陈大鹏。
