第1条.短标题。

第2条.国会的调查结果和所意识到的。

（a）调查结果。——国会发现以下内容：

（4）截至2022年4月1日，中方尚未公开谴责俄罗斯无端非法入侵乌克兰。

（5）乔·拜登总统在2022年3月18日与习近平的通话中表示，“如果中国在俄罗斯对乌克兰城市和平民进行野蛮袭击时向其提供物质支持，将会产生影响和后果”。

（b）国会所意识到的。——国会意识到——

（1）中华人民共和国对俄罗斯联邦对乌克兰的战争进行虚假宣传，使其成为粉饰俄罗斯战争罪行的罪魁祸首，其中包括滥杀无数乌克兰男女老少；和

第3条.报告

（a）总则——不迟于本法案颁布之日起30天以及此后每90天，国务卿应酌情与商务部长和国家情报总监协商，就中华人民共和国，包括中华人民共和国政府、中国共产党、任何中国国有企业和任何其他中国实体，是否以及如何支持俄罗斯联邦对乌克兰的无端入侵和全面战争，向适当的国会委员会提交报告。

（b）应包括的事项——（a）款要求的报告应包括关于中华人民共和国对俄罗斯联邦的支持的讨论——

（1）帮助俄罗斯政府或俄罗斯实体逃避或规避美国制裁或多边制裁和出口管制；

（2）故意禁止美国政府在中国进行现场出口管制最终用途检查，包括访谈和调查；

（3）向俄罗斯提供任何支持俄罗斯情报或军事能力的技术，包括归类为EAR99的半导体；

（4）建立能够减轻美国制裁或多边制裁影响的经济或金融安排；

（5）助长俄罗斯的虚假信息和宣传工作；

Whoever made COVID-19 pandemic should be prosequted

Who should bear the consequences of side effects of vaccine mandate and mask mandate? If there were no COVID-19 pandemic made by Chinese government, there would have been: 

no vaccine mandate, 

no mask mandate, and

no controversy over President election voting in the USA. 

Despite Trump's protesting 2020 election result in fact, it would also be possibe for China government to manipulate election for Trump to make Democrats protest the result when Biden won more actual votes than Trump.

Why should Shanghai become independent from China

Sovereignty originally belongs to the people, and national sovereignty comes from the authorization of the people everywhere, and the people have the right to cancel the authorization. 

The accounting standards issued by the Ministry of Finance of the Communist Party of China forcefully stipulate that enterprises that are under the control of the state and have no other related relationships are not related parties. The Chinese Communist Party also said that Chinese accounting standards and IFRS are convergent.

China's state-owned banks have serious accounting frauds. They refuse to disclose related-party transactions with other state-owned enterprises every year. They do not meet the listing requirements at all. They should have been forcibly delisted long ago.

 

At the end of June 2021, China National Nuclear Corporation obtained credit lines of 250 billion, 270 billion, 200 billion, 152 billion, 132 billion and 130 billion from China Development Bank, Bank of China, Industrial and Commercial Bank of China, China Construction Bank, Export-Import Bank of China and Agricultural Bank of China, all controlled by the State Council of the Chinese Communist Party. 

As of September 30, 2019, China State Construction Engineering Corporation has obtained a total of 320 billion, 350 billion and 300 billion credits from China Construction Bank, Bank of China and Agricultural Bank of China; China Railway Group Limited has obtained a total of 280 billion and 271.8 billion credits from Bank of China and China Construction Bank. 

The essence of such connected transactions is that the major shareholder of China's state-owned banks abuse their status as controlling shareholder to misappropriate and embezzle the funds of listed banks and infringe on the legitimate interests of other shareholders and consumers. Do these banks disclose such credit-granting related-party transactions in the related-party relationships and transactions section of their financial statements? The accounting standards issued by the Ministry of Finance of the People's Republic of China forcefully stipulate that enterprises that are under the control of the state and have no other related relationships are not related parties, so that banks can conceal affiliated transactions under the coercion of the Chinese Communist Party, which is a systematic financial fraud.

What's the point of Shanghai and Hong Kong staying with a country that commits systemic financial fraud? The integrity of the capital market relies on an independent judicial and auditing system, which not only requires accounting firms to be independent of the management of listed companies, but also includes the ability for regulators to independently inspect the audit papers of accounting firms or auditors in Hong Kong and being able to independently pursue the legal responsibility of the major shareholders of listed companies. The current situation of the People's Republic of China does not support the independent supervision of listed companies. Both the major shareholders and supervisors of the regulated objects are  the Central People's Government of the People's Republic of China, which implements the one-party dictatorship system of the Chinese Communist Party. Only the independence of Shanghai and Hong Kong can solve the issue, realize the independence of regulators from the major shareholders of the regulated object, and effectively prosecute the State Council of the People's Republic of China for misappropriating funds from listed banks and concealing such related party transactions in financial statements.

Thank you for your attention to the 1226 Xiamen Gathering Case! Following the progress report on January 31, 2022, the following is the progress of the case during February 2022.
On February 21, lawyer Peng Jian met with Ding Jiaxi by video, but was interrupted halfway through the meeting, saying that the equipment was occupied and ended in a hurry. It was known that Jiaxi is calm and optimistic. The living conditions in the detention center still do not follow the regulations and have not improved. Jiaxi said that the director of the detention center recently went to see him and recorded his questions about the detention center's diet, ventilation, hygiene and other aspects, but he did not promise to improve it. During this meeting, Jiaxi continued to emphasize the requirement for witnesses to appear in court.

On February 17, lawyer Fang Xiangui, the second defense lawyer re-entrusted by Xu Zhiyong's family, met with Xu Zhiyong via video , and learned that Zhiyong was in a good state of mind, adhered to his beliefs, and remained optimistic. The court also does not allow lawyer Fang to copy the dossier. Law-abiding citizens committed arbitrary disappearances, tortured confessions, ill-treatment, deprivation of basic human rights, and at the same time violated the right of defense lawyers to practice shamelessly.

From February 7th to 10th, the International Service for Human Rights held four teleconferences with the British Human Rights Ambassador, the UN Working Group on Arbitrary Disappearances, and the UN permanent diplomats in Geneva to update the progress of the case and call for international attention.

On February 15, the US embassy in China issued a statement on the second anniversary of Xu Zhiyong's innocent detention to call on the Chinese government to fulfill its commitments when it signed the Universal Declaration of Human Rights, stop suppressing human rights and human rights lawyers. The German and French embassies in China also expressed public concern and support for Chinese lawyers and human rights defenders through their official Weibo accounts, and called for the immediate release of all peaceful and rational human rights defenders.

Commonwealth Bank of Australia transferred 5% of the shares it held in Bank of Hangzhou to Hangzhou Urban Investment and Hangzhou Trading respectively, and transferred a total of 10% of the shares. The 2021 semi-annual report shows that as of the end of June 2021, total loans were 539.984 billion yuan, an increase of 11.65% over the end of the previous year, and the total liabilities were 1,201.333 billion yuan, an increase of 10.38% over the end of the previous year; the total deposits were 744.195 billion yuan, an 6.61%. increase over the end of the previous year.

Chinese petrol prices soured following Russian aggression in Ukraine

 As reported by Sohu, an extra 10 RMB had to be paid  to fill up a tank of fuel, and experts say that the price will continue to rise. Domestic refined oil prices ushered in "four consecutive rises" during the year. On March 3, the National Development and Reform Commission issued a notice on price adjustment of refined oil products. From 24:00 on 3 March 2022, domestic petrol and diesel prices will increase by 260 RMB and 255 RMB(Chinese Yuan or yuan) per ton respectively.

The national average: 0.2 yuan per liter for No. 92 petrol; 0.22 yuan per liter for No. 95 petrol; 0.22 yuan per liter for No. 0 diesel. According to the estimated capacity of the 50L fuel tank of a general household car, filling a tank of No. 92 gasoline will cost an extra 10 yuan.

After the oil price increase this time, the price of No. 92 gasoline in many parts of the country has entered the "8 yuan era". This year, the domestic refined oil market has gone through four rounds of price adjustment windows. This adjustment is also the fourth time that refined oil prices have risen during the year. Following petrol price adjustments, cost of other properties will increase and demand of products due to reduced disposable personal income will reduce. On 25 February 2022 Vladimir Putin held a telephone conversation with Xi Jinping, the President of the People's Republic of China.

The Russian President informed the Chinese President in detail about the decision to recognize the Donetsk People's Republic and the Luhansk People's Republic and to carry out special military operations aimed at protecting civilians from genocide, as well as reasons of ensuring the demilitarization and denazification of the Ukrainian state.

Vladimir Putin also noted that he was ready to send a delegation to Minsk to negotiate with Ukrainian representatives, taking into account the signals just received from Kyiv.

Xi Jinping stressed that he respected the actions taken by the Russian leaders in the current crisis situation.

The two sides assessed the current international situation in general and reaffirmed their willingness to further closely coordinate and support each other in the United Nations and other multilateral platforms. They noted that the use of illegal sanctions to achieve the self-interested goals of individual countries must never be allowed. In light of this, the leaders of the two countries emphasized the importance of strengthening bilateral pragmatic cooperation, taking into account the results of their talks in Beijing on 4 February 2022.

Vladimir Putin congratulated Xi Jinping and the Chinese people on the successful hosting of the 24th Winter Olympic Games and the achievements of the national team. The two sides agreed to continue to maintain close contact.
