Minister Wan Gang of the Ministry of Science and Technology Meets with Russian Ambassador to China Denisov

Four historical periods of Sino-Soviet scientific and technological cooperation:

1. The Golden Age of Sino-Soviet Scientific and Technological Cooperation (1949-1960)

On October 12, 1954 , the two sides signed the Sino-Soviet Science and Technology Cooperation Agreement. The "122 Agreements" were implemented in 1958.

2. Sino-Soviet scientific and technological cooperation was in a state of semi-standstill (1961-1971)

The number of cooperation projects was greatly reduced, the scale of cooperation was gradually reduced, and personnel exchanges were gradually reduced until the Sino-Soviet intergovernmental scientific and technological cooperation was suspended in 1971.

3. Sino-Soviet scientific and technological cooperation was completely interrupted (1971-1981)

4. The recovery period of Sino-Soviet scientific and technological cooperation (1982-1991)

On December 28, 1984 , a new "Sino-Soviet Science and Technology Cooperation Agreement" was signed in Beijing. Large-scale "Science and Technology Days" were held in Beijing and Moscow in 1988 and 1989 respectively.

2. What historical stages have Sino-Soviet and Sino-Russian intergovernmental scientific and technological cooperation gone through? Sino-Russian Science and Technology Cooperation

On October 19, 2016, the Scientific and Technological Cooperation Sub-Committee of the Sino-Russian Prime Minister Regular Meeting Committee

The 20th regular meeting was held in Shanghai.

As the legal successor of the former Soviet Union, Russia still has strong scientific and technological strength and is one of the key countries in my country's international scientific and technological cooperation. Sino-Russian scientific and technological cooperation has mainly gone through the following four stages:

1. Recovery and adjustment stage (1992-1996)

On December 18, 1992 , the Agreement on Scientific and Technological Cooperation between the Government of the People's Republic of China and the Government of the Russian Federation was signed in Beijing.

In 1999, the Sino-Russian intergovernmental scientific and technological cooperation agreement was signed with the "Protocol on the Protection of Intellectual Property Rights and the Distribution of Rights".

3. The exploration stage of high-tech industrialization cooperation (2001-2012)

In 2006 , the two sides established a Sino-Russian high-tech and innovation working group under the framework of the Scientific and Technological Cooperation Sub-Committee of the Sino-Russian Prime Minister Regular Meeting Committee to specifically coordinate and guide the cooperation between the two sides in high-tech R&D and industrialization of scientific and technological achievements.

4. A new stage of cooperation in major scientific and technological projects and innovation cooperation (2012-present)

For the first time, China and Russia will cooperate in the construction of large scientific facilities.
3. Sino-Russian innovation dialogue mechanism, the two sides are highly complementary in the field of innovation and have great potential for cooperation

On June 27, 2016, the Ministry of Science and Technology of the People's Republic of China and the Ministry of Economic Development of the Russian Federation

The Memorandum of Understanding on Cooperation in the Field of Innovation was signed in Moscow.

On June 27, 2016 , the Memorandum of Understanding on Cooperation in the Field of Innovation between the Ministry of Science and Technology of the People's Republic of China and the Ministry of Economic Development of the Russian Federation was signed in Moscow. Yin Hejun, the then Vice Minister of Science and Technology, and the State Secretary and Deputy Minister of the Russian Ministry of Economic Development, Fomichev, signed on behalf of both parties. This marks the official establishment of the Sino-Russian innovative dialogue mechanism.

"Innovation-driven development" is a common strategic choice of China and Russia. The two sides are highly complementary in the field of innovation and have great potential for cooperation. According to the Memorandum of Understanding, China and Russia will establish a China-Russia Innovation Cooperation Coordination Committee, led by the Ministry of Science and Technology of China and the Ministry of Economic Development of Russia, and attended by representatives of science and technology parks, technology platforms, and investment institutions of both sides. Mutually beneficial cooperation in the field of innovation, strengthen dialogue between the two sides on innovation strategies, innovation trends, national innovation system construction, technology transfer, mass innovation and entrepreneurship, etc., support cooperation in new entrepreneurial incubators such as makerspaces, encourage and support Chinese and Russian young people to innovate and start businesses, Strengthen bilateral cooperation in science and technology innovation parks and promote the establishment of a cooperation platform for Sino-Russian science and technology industrial parks.

4. [Prospects for Cooperation] Facts have proved that science and technology is a field of cooperation between China and Russia with strong complementarity and huge development potential.

On July 18, 2000, the Chinese government and Russian government signed a cooperation agreement on the construction and operation of fast neutron experimental reactors in China, pushing the fast reactor technical cooperation between China and Russia to a new stage.

After more than 30 years of reform and opening up, China's scientific and technological undertakings have made great progress and entered an important period of development. In many fields such as new energy, new materials, biotechnology, nanotechnology, high-speed rail technology, environmental protection and energy conservation, China already has the strength to carry out mutually beneficial scientific and technological cooperation with Russia on an equal basis. Sino-Russian scientific and technological cooperation is gradually moving towards a more full sense of "mutual benefit and win-win".

As President Xi Jinping pointed out when he met with President Vladimir Putin, who came to China to attend the "Belt and Road" Forum for International Cooperation: "No matter how the international situation changes, we must do our best to develop and maintain the relationship between the two countries. The two sides should deepen economic, trade, energy, etc. Cooperate in traditional fields and implement key projects well; at the same time, expand cooperation in science and technology, innovation and other fields to promote the level of practical cooperation between the two countries and achieve more results."
