The cooperation between CCP and Wisconsin is a problem that may endanger US national security and cause violation of human rights and right of liberty




Hong Lei,Consul General of the People's Republic of China(PRC) in Chicago(中华人民共和国驻芝加哥总领事洪磊), met with Wisconsin Senate President Pro Tempore Howard Marklein, House Speaker Robin Vos, House Speaker Pro Tempore Tyler August, and House Majority Leader Jim Steineke at the Wisconsin State Capitol on 6th December 2017.

PRC Consul General Hong Lei hoped the Wisconsin Legislature to continue supporting Chinese Communist Party (CCP)-US exchanges and cooperation in various fields and to play an active role in CCP-US local cooperation. Robin Vos and Howard Marklein said that Wisconsin State Assembly supported the two sides to further strengthen cooperation and exchanges, when they said the two sides have broad prospects for exchanges and cooperation in the fields of agriculture, manufacturing, education and environmental protection. There appears to be an agreement in the fields of agriculture, manufacturing, education and environmental protection between Chinese Communist Party and Wisconsin State legislators, Robin Vos and Howard Marklein.

To form a contract, there must be an offer and acceptance. Offer includes "Clear, specific, and complete terms" and"Intention to create legal relations".  Acceptance includes unconditional agreement to the terms of the offer and communication of acceptance. PRC Consul General Hong Lei appeared to communicate "Intention to create legal relations" and Robin Vos appeared to communicate acceptance,coupled with specifying areas of cooperation, including agriculture, manufacturing, education and environmental protection. Robin Vos and other Wisconsin State legislators may have formed a contract covering  agriculture, manufacturing, education and environmental protection.

The contract content in relation to manufacturing seems to have been enforced during COVID-19 pandemic,as evidenced by the tweet below. After all, COVID-19 vaccines were delivered from PRC to US after manufacturing. 

It is reported that Robin Vos blocked fund for a project and salary increase of University of Wisconsin and so he has real power over money on science, education or research conducted by the University of Wisconsin. 

The so-called cooperation in education between CCP and Wisconsin in education may have enabled University of Wisconsin Law School to help CCP train prosecution officials that may have violated human rights or infiltrated law system of Wisconsin or the United States via visiting scholar program or other program. 



There appears to be cooperation between the University of Wisconsin and PRC's Ministry of Public Security(中华人民共和国公安部), Nanjing University of Science and Technology(南京理工大学), China Mobile(中国移动通信集团有限公司),which are sanctioned by the US, via Southeast University(东南大学).



The so-called cooperation in education between CCP and Wisconsin may have enabled University of Wisconsin Law School to help CCP train court judges who may deliver judgements to imprison journalists, human rights activists,or those criticising CCP at X or just sharing method of circumventing CCP's technical restriction to visit X via posting blogs.
Wenjie Hu,Associate Director of Graduate Program of University of Wisconsin-Madison Law School, had organized and participated in 15 judges training sessions jointly organized by the Wisconsin Supreme Court, the University of Wisconsin Law School, Shanghai High Court, other courts in PRC and other institutes,over 17 years as of 14th October 2019.



It could be inferred from the article that University of Wisconsin Law School collected money from CCP's court, government or others to enable CCP's judges, government officials and CCP cadres to visit, infiltrate or intern inside US government agencies and courts.
It is also learnt that Robin Vos blocked legislation that would have prevented Communist China or its agents ie CCP from buying Wisconsin farm and forest land. Given the facts mentioned above, Robin Vos may be a threat to right of liberty of US citizens, and may be a threat to constitutional right.
