The letter communication between Grace Meng and Henan Federation of Returned Overseas Chinese led by CCP

Li Xiqing (李熙庆) , Director of U.S. Congresswoman Grace Meng Office, handed over a letter signed by U.S. Congresswoman Grace Meng(美国众议员孟昭文) to Henan Federation of Returned Overseas Chinese(河南省归国华侨联合会) on 8th April 2019 when Zhang Fuyin  (张富印), President of Henan Association of Eastern America (a/k/a HENAN CHINESE ASSOCIATES USA INC, 美东河南同乡会), was visiting Henan Federation of Returned Overseas Chinese together with Li Xiqing.

According to financial report 2019 and financial report 2023 of the Henan Federation of Returned Overseas Chinese, The Henan Federation of Returned Overseas Chinese is a provincial organization under the leadership of the Henan Provincial Committee(Henan Committee) of Chinese Communist Party(CCP), composed of returned overseas Chinese and their families in the province, and is a component of the Henan Provincial Committee of the Chinese People's Political Consultative Conference (Henan CPPCC). Its responsibilities include promoting and implementing the basic line, principles and policies of the CCP, consulting and recommending candidates for deputies to the soviets and members of the CPPCC, actively promoting economic, scientific and trade exchanges and cooperation between overseas Chinese and Henan Province, strengthening ties with overseas Chinese, people from Hong Kong, Macao and Taiwan and their associations, and actively carrying out external propaganda and cultural exchanges at home and abroad.

Revenue of the Henan Federation of Returned Overseas Chinese was RMB 7.3096 million, completely from government in 2019. Revenue of the Henan Federation of Returned Overseas Chinese was RMB 13.5889 million in 2023, of which RMB 13.4645 million was from government.

There was also letter communication between U.S. Congresswoman Grace Meng and Sichuan Federation of Returned Overseas Chinese(四川省归国华侨联合会) led by CCP conducted on 21st June 2019 through Li Xiqing. Sichuan Federation of Returned Overseas Chinese is also financed by government of the People's Republic of China controlled by CCP.

It is highly likely that there are unreported letter communication or email communication between U.S. Congresswoman Grace Meng and CCP or organisations led by CCP, such as dates of attending meetings, conferences, whether to make a speech, the topic of concerned events to be focused on,  fees paid to or received from the conferences in Renminbi or US dollars via WeChat Pay, Alipay,TT, L/C, direct transfer, or who paid the cost of travel or hotel, or other matters.

Global Chinese Women Culture Association (GCW) gave over US$11,000 to Li Xiqing representing U.S. Congresswoman Grace Meng before 8th April 2023.  GCW's President Yang Haiyan claimed that GCW delivered gifts from Zhejiang Federation of Returned Overseas Chinese funded by PRC government on 4th February 2024.  Zhejiang Federation of Returned Overseas Chinese is led by Zhejiang Provincial Committee of CCP.

The incident of GCW sending gifts sent from Zhejiang Federation of Returned Overseas Chinese meant that GCW was likely an agent hired by Zhejiang Federation of Returned Overseas Chinese led by CCP Zhejiang Provincial Committee(中共浙江省委) in the US. The incident of GCW distributing gifts sent from Zhejiang Federation of Returned Overseas Chinese also meant that Global Chinese Women Culture Association received a package including the gifts, possibly other matters, such as letters, golds, token of cryptocurrencies, bank cards & papers showing password, checks,etc. provided by CCP Zhejiang Provincial Committee.
U.S. Rep. Grace Meng, New York City Councilmember Sandra Ung,New York Civil Court Judge Wendy Li,Shawn Ma (马肖恩), Director of Asian American Affairs for the New York Governor, and Xing Yulin, Consul of the Chinese Consulate General in New York, attended Women's Day activity held by GCW aka New York Youth Innovation and Entrepreneurship Association(纽约青年创新创业协会 ) with Yang Haiyan on 9th March 2024.

Chinese Communist Party is compromising the separation of three powers among executive, legislature and judiciary, as well as destroying the segregation of duties among federal, state and city levels, in the US by applying trick of united front work.

 In terms of communication by writing letters for remote communication, there are many methods of delivering letters, including by postbox mailing, entrusting third person(s) to take away in their bags or pockets, birds delivering(i.e.飞鸽传书 mentioned in Chinese stories), being attached for goods shipping together with safety instruction of goods usage or usage manuals, etc. As far as Grace Meng is concerned, Grace Meng may have conducted communication with Chinese Communist Party or the organisations CCP controlled by entrusting the third person Li Xiqing (李熙庆) , Director of U.S. Congresswoman Grace Meng Office, with taking away or bringing letters in his bags, pockets or other items that could hide letters to deliver. By doing this, communication between Grace Meng and CCP may be hard to find or detect by US FBI, US FDA, US Department of Homeland Security, etc. It is also possible that  Grace Meng may have conducted communication with Chineses Communist Party or the organisations CCP controlled by entrusting the third person Li Xiqing to use his private email or private WeChat app account to communicate with or receive payment from CCP or the organisations CCP controlled to avoid risk of Freedom of Information Act (FOIA) request. As far as means of payment are concerned, CCP or the organisations CCP controlled could alo entrust Li Xiqing to bring away letters including checks or bank cards & password to hand them over to Grace Meng in person.
